United Nations Environment Programme Consultant - Analysis of perverse Fiscal Incentives to Peatlands Jobs in Kenya;The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Congo Basin peatlands, spanning RoC and DRC, constitute the world’s largest tropical peatland complex, storing approximately 30 gigatons of carbon. UNEP, in partnership with FAO, WWF, WCS, and others, is implementing a project to secure these peatlands through evidence‑based decision making and good governance.

Job Purpose

To conduct a comprehensive analysis of fiscal incentive frameworks driving land‑use decisions in the Congo Basin peatlands and develop actionable recommendations to reform perverse incentives and align fiscal policies with conservation objectives.

Key Responsibilities

Inception Phase

  • Prepare inception report with methodology, framework, work plan, and stakeholder engagement approach.

  • Map key stakeholders (government ministries, private sector, financial institutions, civil society, international partners).

  • Conduct literature review of fiscal incentives and economic instruments affecting land use.

    Analysis of Fiscal Incentive Frameworks

  • Identify and catalogue fiscal policies, tax regimes, subsidies, and incentives influencing land use.

  • Map fiscal instruments across forestry, oil and gas, mining, agriculture, and infrastructure sectors.

  • Assess impact of fiscal instruments on peatland conservation and ecosystem services.

  • Identify perverse incentives promoting unsustainable land use and undervaluing ecosystem services.

  • Quantify fiscal leakages and revenue losses from current incentives.

    Identification of Measures

  • Develop options to reform perverse incentives and propose climate‑smart fiscal instruments.

  • Consider innovative mechanisms (ecological fiscal transfers, PES schemes, debt‑for‑nature swaps, performance‑based payments).

  • Align recommendations with national policy processes (NIPs, NDCs, NBSAPs).

    Stakeholder Consultation & Validation

  • Conduct consultations with government, private sector, civil society, and local communities.

  • Ensure inclusion of Indigenous Peoples and local communities.

  • Present findings in validation workshops.

    Reporting & Dissemination

  • Prepare final report in English and French with
    analysis, recommendations, and implementation roadmap.

  • Deliver concise policy brief (max 4 pages).

  • Present findings to stakeholders and partners.

    Qualifications / Special Skills

    Education

  • Advanced university degree (Master’s or equivalent) in Environmental Economics, Agricultural Economics, Public Finance, Natural Resource Management, or related field required.

  • Bachelor’s degree with 2 additional years of experience may be accepted.

    Experience

  • Minimum 10 years’ professional experience in fiscal policy analysis, public finance, or environmental economics.

  • Proven experience analyzing fiscal incentives, tax regimes, and instruments related to natural resource management.

  • Experience working on policy issues in the Congo Basin or Central Africa required.

  • Experience with government institutions (finance, environment, natural resources) desirable.

  • Prior UNEP or UN agency experience an asset.

  • Knowledge of PES schemes, environmental fiscal reform, and incentive‑based conservation advantageous.

  • Established networks with stakeholders in the Congo Basin desirable.

  • Experience with CAFI processes and Global Peatlands Initiative advantageous.

    Languages

  • Fluency in English and French required.
