United Nations Environment Programme Chemicals Legal Specialist Jobs in Kenya;The United Nations Environment Programme (UNEP) is seeking a Consultant to support the Law Division’s Pollution Section in advancing the Global Framework on Chemicals (GFC). The role focuses on strengthening policy, regulatory, and institutional frameworks for chemicals and waste management in Latin America and the Caribbean, with emphasis on piloting innovative “leapfrogging” approaches.

Key Responsibilities

Country Selection & Assessment

  • Identify and select at least three pilot countries in the region.

  • Conduct mapping and assessment of regulatory, legal, and institutional frameworks.

  • Prepare gap analysis reports for each selected country.

    Reform Planning & Stakeholder Engagement

  • Develop reform action plans based on gap analysis findings.

  • Present reports and plans to government counterparts and stakeholders.

  • Draft legal provisions and legislative recommendations to address priority gaps.

    Implementation Support

  • Support piloting of UNEP guidance on “leapfrogging” approaches.

  • Promote green and sustainable chemistry through innovative policy and legal frameworks.

  • Integrate social, economic, and business dimensions into reform strategies.

    Deliverables

  • Gap analysis reports and reform action plans.

  • Draft legal provisions and legislative recommendations.

  • Stakeholder consultation reports.

  • Deliverables prepared in Spanish or English, depending on target country.

    Qualifications

  • Advanced degree in environmental law, international law, human rights, or related field.

  • First‑level law degree with two additional years of experience may be accepted.

  • Minimum 7 years’ experience in law, including legal analysis, research, and writing.

  • At least 5 years’ experience focused on legislation relating to chemicals and waste.

  • Prior experience in international/national environmental law desirable.

  • Experience with UN or similar international organizations desirable.

  • Excellent writing, communication, research, and analytical skills.

    Languages

  • Fluency in English and Spanish required.

  • French desirable.

    Work Location & Duration

  • Home‑based consultancy.

  • Expected duration: 6 months.
