United Nations Environment Programme CBIT II Kenya PPG Consultant Jobs; Provide technical leadership in preparing the full GEF‑8 CEO endorsement request package for the “Transparency in Action: Enhancing Kenya’s National Transparency Framework (CBIT Kenya 2)” project.

Ensure all substantive elements are designed, aligned with GEF guidelines, and validated through stakeholder consultations.

Specific Tasks and Responsibilities

  • Lead preparation of CEO endorsement document and attachments.

  • Design substantive elements including log frame, budget, workplan, results framework, baseline scenario, gaps/barriers analysis, alternative scenario, stakeholder engagement, risks, national priorities alignment, institutional arrangements, gender action plan, knowledge management, theory of change, and monitoring/evaluation.

  • Prepare strategy and methodology outline with provisional timetable.

  • Organize project scoping mission and stakeholder consultation workshop; prepare mission and workshop reports.

  • Develop project “skeleton” document (2–3 pages) with components, outcomes, outputs, indicators, problem tree, and theory of change.

  • Prepare presentation for UNEP management on national context, baseline, barriers, interventions, and indicators.

  • Establish project‑specific indicators in consultation with government.

  • Undertake gender analysis and prepare Gender Action Plan.

  • Undertake stakeholder analysis and prepare Stakeholder Engagement Plan.

  • Contribute to sectoral consultation workshops organized by government.

  • Draft first version of CEO Endorsement Package with annexes.

  • Organize stakeholder validation workshop; prepare mission and validation reports.

  • Lead co‑finance discussions, validate contributions, complete templates, and secure commitment letters.

  • Prepare final stakeholder consultation report.

  • Finalize CEO Endorsement Document and annexes for UNEP internal review and submission to GEF Secretariat.

  • Prepare submission packages for UNEP Project Review Committee and
    GEF Secretariat; draft responses to reviews until final approval.

  • Keep UNEP informed of progress and risks related to information quality and schedule.

    Qualifications / Special Skills
  • Advanced university degree in economics, environmental sciences, climate sciences, business, management, engineering, or related discipline.

  • First‑level degree with two additional years of qualifying experience may be accepted.

  • Minimum two years’ experience drafting project proposals in climate change, environment, or development.

  • Experience with GEF or UNEP projects desirable.

  • Experience with multilateral or bilateral funding entities in environment/climate/development desirable.

  • Experience working on projects in Africa desirable.

    Languages
  • English and French are working languages of the UN Secretariat.

  • Fluency in English (oral and written) required.
