United Nations Environment Programme CBIT II Kenya PPG Consultant Jobs in Kenya;The United Nations Environment Programme (UNEP) is seeking a Consultant to support the development of the GEF‑8 CEO endorsement package for the “Transparency in Action: Enhancing Kenya’s National Transparency Framework (CBIT Kenya 2)” project. The role will provide technical leadership, coordinate stakeholder engagement, and ensure alignment with GEF guidelines and national priorities.

Key Responsibilities

Project Preparation

  • Lead preparation of the CEO endorsement document and annexes.

  • Design substantive elements including log frame, budget, workplan, results framework, baseline scenario, gaps/barriers analysis, alternative scenario, stakeholder engagement, risks, gender action plan, knowledge management, theory of change, and M&E.

  • Prepare strategy outline, methodology, and provisional timetable.

    Stakeholder Engagement

  • Organize project scoping mission and consultation workshop.

  • Prepare workshop and mission reports summarizing findings and attendance.

  • Develop project “skeleton” document with components, outcomes, outputs, deliverables, and indicators.

  • Align project elements with national strategic and planning documents.

    Validation & Reporting

  • Prepare first draft of CEO endorsement package.

  • Organize stakeholder validation workshop and prepare validation report.

  • Lead co‑finance discussions, validate contributions, and complete budget templates.

  • Prepare final stakeholder consultation report.

    Submission & Review

  • Finalize CEO endorsement document and
    annexes for UNEP internal review.

  • Prepare submission packages for UNEP Project Review Committee and GEF Secretariat.

  • Draft responses to Committee and Secretariat reviews until final approval.

    Qualifications

  • Advanced degree in economics, environmental sciences, climate sciences, business, management, engineering, or related discipline.

  • First‑level degree with two additional years of experience may be accepted.

  • Minimum 2 years’ experience drafting project proposals in climate change, environment, or development.

  • Experience with GEF or UNEP projects desirable.

  • Experience with multilateral/bilateral funding entities desirable.

  • Experience working on projects in Africa desirable.

    Languages

  • Fluency in English required.
