Org. Setting and Reporting
ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission is guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

The position is located in the Strategic Planning, Oversight and Results Division (SPORD) of the ECA. The Programme Management Officer will report to the Chief of Section, Corporate Policy and Planning Section (CPPS) under the overall direction and guidance of the Director of the Division. The Programme Management Officer will undertake corporate policy and strategic planning, programme and project management related activities as well as research and analytical work.

Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Supports the work on corporate policy and planning including strategic policy formulation, analysis and implementation;
•Contributes to the development, planning and implementation of assigned programmes/projects, etc.; follows-up and analyzes programme/project development and implementation; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Researches, analyzes and presents information gathered from diverse sources.
•Assists in policy analysis, preparations and reviews including on issues and trends, preparation of research reports, and studies; undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written inputs into planning frameworks, background papers, reports including those requested from UN Headquarters, studies, publications, and any other relevant ones.
•Advise and guide ECA’s subprogrammes in formulating their programme plans, project proposals under different budgetary sources.
•Contributes to the updating of the Programme/Project Management Manual and related sensitization seminars within ECA.
•Supports outreach activities, participates in training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Contributes to the quarterly accountability and programme performance review meetings.
•Performs other duties as required.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics, development studies, political science, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.


Work Experience
  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • Five years of experience in strategic planning, and project or programme planning and management is required.

  • Experience working in an international context or multilateral institution is desirable.

    Languages
    English and French are the working languages of the Secretariat. For the advertised position, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
