Org. Setting and Reporting
ECA’s mission, objective and strategic directions:

ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA’s five strategic directions which are advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutionl to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Office of the Executive Secretary at ECA headquarters in Addis Ababa, Ethiopia. The Deputy Executive Secretary, Programme will supervise the post on behalf of the Executive Secretary and ensure that the objectives for which it is established are accomplished.

Responsibilities
Within delegated authority, the Principal Economic Affairs Officer will be responsible for the following duties:

-Providing technical advisory services on policies and strategies related to debt financing and development finance through policy analysis and dissemination of frameworks and guidelines, including through the provision of guidance to ECA substantive divisions on issues related to the topic.
-Supporting member States through policy analysis and development of appropriate frameworks to implement debt financing and development finance approaches designed to increase the resilience of financial systems in Africa, including through the review of existing studies, regulations and strategies.
-Developing institutional capacity for debt financing and development finance approaches and interventions through review of research, policy analysis and recommendations.
-Building effective partnerships with other UN system agencies and bilateral partners through joint activities, continuous dialogue, mobilization of support and knowledge sharing with ECA member States
-Perform other duties as assigned.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in social sciences or economics, with a specialization in macroeconomics or financial economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

A PhD in one of the above-listed fields is desirable.


Work Experience
  • A minimum of fifteen years of progressively responsible experience in the field of economic and social development policy analysis and research with a focus on macroeconomics, public finance, monetary policy, financial markets, and debt instruments is required.

  • Experience providing policy advice to member States is desirable.

  • Experience applying relevant econometric approaches and statistical analyses is desirable.

  • Experience working on topics related to African economies is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is desirable.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
