This position is in the Organisation Development Unit (ODU), Human Resources Management Section (HRMS), Division of Administration (DOA), United Nations Economic Commission for Africa (ECA). The Human Resources Assistant works under the direct supervision of a Human Resources Officer and the overall guidance of the Chief of the Organisation Development Unit.

Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Learning and Development
•Provide administrative and coordination support in the delivery and evaluation of Training Programmes;
•Provide all required logistical support to training programmes, as well as to the facilitator and training participants;
•Following up and co-ordinate the overall administration of the training programmes, ensure timely submissions, compile courses, prepare announcements and guidelines, provide desk support to applicants;
•Compile and make available to staff, training manuals, multimedia visual aids, and other educational materials as appropriate;
•Prepare contracts, process payments and keep track of the financial budget/expenditure;
•Providing all forms of administrative and logistical support to clients, partners and stakeholders, undertake all related responsibilities such as collect post and pre-training assessment feedbacks, preparing and issuing certificates; keep database and provide disaggregated monthly data;
•Responding to inquiries from clients, staff members, stakeholders, partners on ODU matters and other related administrative details; and
•Receiving, assembling and transmitting requests from clients and stakeholders, evaluating and ensuring placement, maintaining applicants information and informing candidates accordingly.

Career Support, Staff Well Being and Change Management
•Provide support in the planning, development and implementation of training, meetings, conferences, and workshops;
•Assists in planning, organizing, developing and administering the staff well being programmes;
•Support the coordination, organisation and implementation of TOT programmes for Trainers/Staff members;
•Undertake effective communication and outreach to staff members and other clients; and
•Work with internal and external clients - responding to inquiries from clients, staff members, stakeholders, partners and other related administrative details.

Administrative and Logistical Activities
•Providing administrative and logistical support to the facilitators and assisting in the creation, maintenance and updating of a database of applicants, facilitators, students and other users; preparing routine correspondence concerning requests for ODU services pertaining to areas of responsibility;
•Performing administrative functions, preparing routine letters, and supporting recruitments/travel/payments of consultants, individual contractors, interns and others for ODU;
•Establishing and maintaining chronological files recruitment case files and policy/reference files;
•Assist participants and facilitator on administrative and logistic issues as required liaising with relevant stakeholder;
•Prepare contracts and process payment for trainers/facilitators by utilizing the appropriate budget;

Training participants tracking and periodic reporting
•Keep-track of all training activities and generate periodic reports as and when appropriate;
•Record information of training participants, and generate periodic standard administrative reports as and when appropriate;
•Supports ECA induction programmes and registrations for language programmes;
•Prepare and implement the quarterly training plans for ODU using ECA wide communication and maintain the updated data on the shared drive.

Education
  • High school diploma or equivalent is required.

  • Additional education in business administration, human resources management or related field is desirable.

    Job - Specific Qualification
    Passing the UN's Global General Services Test (GGST) is required. Please refer to the Special Notice section for additional information about the GGST.

    Work Experience
  • Five years of experience in human resources management, administrative services or related area is required.

  • Experience with the onboarding of newcomers and induction programmes is desirable.

  • Experience working with virtual L&D (learning and development) platforms is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
