Org. Setting and Reporting
The Economic Commission for Africa's (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission will be guided by ECA's five strategic directions which are: advancing ECA' s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for
infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Facilities Management Section (FMS) of the Division of Administration (DoA) at the United Nations Economic Commission for Africa at Addis Ababa. The incumbent will work under the general guidance of the Chief of FMS and direct supervision of the Chief of PPIU (Project Planning and Implementation Unit).

Responsibilities
Within delegated authority, the Facilities Management Officer will be responsible for the following duties:

1. Planning and Design
• Analyses and advises on the planning, design, construction and maintenance of major systems and facilities such as buildings, roads, helipads, and related structures.
• Provides feedback and recommendations on project documents and designs in project proposals for accuracy, soundness and feasibility.
• Recommends solutions to unusual engineering problems.
• Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment.
• Develops mission policy and guidelines for general planning and maintenance of unit programs.

2. Implementation
• Oversee and monitors the implementation of all major construction projects in UNECA headquarters and SROs, coordinating with other FMS Units and Sections of ECA to ensure that materials and logistical support are provided by the sub-units of Building Maintenance Management (BMMU) (Electrical, Heating, Ventilation and Air conditioning, Plumbing and Building Management) in accordance to overall mission requirements, and ensuring consistent use of implemented control and reporting mechanisms to support Results Based Budgeting reporting requirements.
• Oversees technical and general maintenance activities in the mission facilities, operations and functions related to, but not limited to Ground Maintenance, Accommodation, and Sanitation, etc.
• Conducts technical studies on engineering topics, developing guidelines for the general planning of maintenance programmes and facilities.
• Applies commonly used calculations, practices and precedents in design of proposed structures taking into account such factors as estimated load, water pressure, wind resistance, soil characteristics, temperature fluctuations and nature of building materials to be used.
• Leads efforts of team studying critical problems relating to design or construction of systems and facilities.
• Conducts space allocation and management.

3. Administration
• Prepares budget for mission headquarters related engineering activities and manages budget allotments and monitors consumption of maintenance supplies.
• Plans,
directs and coordinates activities of either UN staff and/or contractor’s staff including outsourcing type of contracts, and all related administrative work and supervision of personnel.
• Prepares and follows-up of work orders.

4. Performs other duties, as assigned.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in engineering, architecture or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.


[Work Experience[]
  • A minimum of seven years of progressively responsible experience in managing facility or construction projects in the field of engineering/ architecture or related area is required.

  • Proficiency in project management, PMP (Project Management Professional) or PRINCE 2, and architectural engineering software such as, AutoCAD/BIM/REVIT and other graphic software as well as MS Suite is required.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

    Assessment
    Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.
