This position is located in the Publications and Conference Management Section (PCMS), within the Publications, Conferences and Knowledge Management Division (PCKMD). This position is under the general supervision of the Director of PCKMD.

Responsibilities
Within delegated authority, the Chief of Publications and Conference Management Section will be responsible for the overall planning, management, operation and coordination of publications and conferences and related services and facilities for meetings and activities held in ECA's United Nations Conference Centre in Addis Ababa (UNCC-AA) and other venues in Ethiopia and other countries. Such responsibilities include the following:

•Provides policy guidance to the Director of Division of Publications, Conferences and Knowledge Management on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures related to managing the Publications and Conference Management Section;

•Plans and oversees the management of activities undertaken by the Publications and Conference Management Section; ensures conference related services, such as co-ordination of diverse projects in the Section, including the provision of documentation, translation, interpretation, conferencing, editorial, production, printing and desktop publishing services; production of all ECA parliamentary documentation and other flagship publications, including e-publishing; physical and general arrangements for meetings, conferences, events and activities; audio-visual, virtual and hybrid services and production; interpretation services, including establishment of requirements, staffing and management of interpreters roster(s); advising and liaising with security, travel management, protocol/liaison service, transport, catering services, senior managers and clients on meeting requirements;

•Strategizes in increasing the utilization level of the Conference Centre by focusing on expanded usage by United Nations organizations, member States, intergovernmental organizations, national institutes and other bodies, accredited non-governmental organizations and private sector entities, where appropriate. This may include reviewing gaps in usage; designing promotion, marketing strategies and plans involving international, regional and local users, and other related tasks that will lead to the increased utilization of the Addis Ababa Conference Centre;
-Manage and coordinate internal and external resources needed for efficient delivery of UNCC-AA activities, including developing policies and strategies for utilization and operation of the Centre;
-Ensure delivery of quality services to clients, bearing primary responsibility for the effective management of UNCC-AA.
-Plan for an increase in the occupancy rate and revenue stream of the Centre;

•Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others;

•Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports;

•Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates;

•Prepares inputs for the work programme of the Division, determining priorities, and allocating
resources for the completion of outputs and their timely delivery;

•Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results based budgeting, evaluation of staff performance (ePAS), interviews of candidates for job openings and evaluation of candidates;

•Monitor the Section's staffing requirements, and recruitment of staff for the Section taking due account geographical and gender balance and other institutional values;

•Manages, guides, develops and trains staff under his/her supervision;

•Fosters teamwork and communication among staff in the Section and across organizational boundaries;

•Represents the Section/Division/ Organization at inter-agency meetings, seminars, etc. on substantive-related issues;

•Perform other duties as directed by the Director of PCKMD.

Substantive knowledge of policies, procedures and practices related to organizing meetings and conferences in the context of United Nations, international institutions, etc.; ability to strategize, plan and coordinate activities related to preparation of meetings and conferences. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education
An advanced university degree (Master's or Doctorate degree, or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level or advanced degree (Bachelor's, Master's or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.


Work Experience
  • A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources, support services management or related field is required.

  • Experience in coordination/organizing high level meetings/conferences is desirable.

  • Conversant with new emerging technology for conferencing is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of the French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
