Org. Setting and Reporting
The United Nations Conference on Trade and Development (UNCTAD) has the objective to assist developing countries, especially least developed countries, and countries with economies in transition to integrate beneficially into the global economy. This position is located in Addis Ababa. The incumbent will report to the Director of the Division for Africa, Least Developed Countries and Special Programmes (ALDC).

Responsibilities
Under the supervision of the Director of ALDC, the Inter-Regional Adviser will be responsible for the following duties:
• Takes a leading role in the identification of new opportunities to provide advisory services to countries in the region;
• Carries out substantive communication with Member States concerning the dissemination of UNCTAD’s research material and organize press conferences, meetings with Member States, RECs, parliamentarians, among others ;
• Maintains substantive links with regional and interregional organizations in Africa, including their economic cooperation and integration organizations, in order to assess the needs and ensure the timely delivery of advisory services;
• Undertakes advisory and representational missions as necessary;
• Provides high-level technical expertise and advisory services to African countries and regional organizations.
• Responds promptly to requests from Member States for on-the-spot authoritative advice on urgent policy-related problems and current development issues of crucial importance for developing countries, such as the advancement of the post-2015 agenda, international financial governance and reform, the climate and development agenda and the links between trade and development:
• Fundraises for UNCTAD activities that are aligned with the organizational priorities;
• Manages the UNCTAD’s Regional Office social medial and other online dissemination campaigns;
• Establishes opportunities, within the framework of RECs’ intergovernmental processes for UNCTAD to engage with their Member States and disseminate UNCTAD’s policies;
• Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent degree) in economics, development studies, business or public administration, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience
  • A minimum of ten years of progressively responsible experience dealing with economic
    development issues is required.

  • A publication list of research documents related to Africa is desirable.

  • Experience working with managing multidisciplinary teams is desirable.

  • Experience working with intergovernmental bodies in Africa is desirable.

  • Experience dealing with specific economic development challenges of Africa is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable; knowledge of another UN official language is desirable.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
