Org. Setting and Reporting

  • The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the UN-Habitat Planning Finance and Economy Section, Urban Practices Branch, in Nairobi, Kenya, and typically reports to the Section Chief, , Planning Finance and Economy Section, Urban Practices Branch.

    Responsibilities

  • Within delegated authority, the Associate Development Coordination Officer, Data Management and Results Monitoring/Reporting will be responsible for the following duties:

    Provides substantive support for strategic planning for and coordination of PFES Kenya Programmes

    • Provides substantive support, as assigned, for the development and implementation of the PFES Programmes, namely the Planning for Humanitarian-Development Practices Programme, and Go-Blue Kenya Programme in alignment with and support to the UNDAF in the Kenya;

    • Monitors and assesses the programmes at regular intervals to harness new emerging opportunities, to identify probable changes to the internal direction and external environment, and to make adjustments;

    • Provides substantive support to the OIC of PFES and other managers in identifying risks and opportunities related to specific programmes and partnerships, and suggests mitigation measures as relevant;

    • Prepares inputs on due diligence processes of potential funding and partnership opportunities, in accordance with UN regulations and procedures;

    • Provides substantive support to RC/UNCT to develop and implement locally-tailored partnerships and resource mobilization strategies and initiatives;

    • Contributes to dialogues with partners to improve development assistance policies and practice;

    • Assists in liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions to attract partners, both traditional and non-traditional.

    Participates in management and resource mobilization for PFES Programmes supporting the National and County Governments of Kenya

    • Provides substantive support to PFES and the Hum-Dev workstream to develop and implement locally-tailored programmes and resource mobilization strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success;

    • Monitors and analyzes existing resource mobilization partnerships and relationships, including those with high net worth;

    • Contributes to the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization;

    • Assists in the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDGs investment;

    • Contributes to building the UN brand via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group.

    Provides substantive support on urban planning and management for accelerating the achievement of the SDGs, as directed

    • Provides substantive support on urban planning for development of urban plans, spatial analysis and normative options, instruments, modalities to the PFES Kenya Programmes, in alignment with the Common Country Analysis (CCA), UNDAF, and similar processes;

    • Analyzes trends and provides substantive support on urban planning, new and innovative mechanisms for development and SDGs acceleration;

    • Provides inputs for briefing papers and discussion points on issues related to urban planning for development for PFES;

    • Assists in engaging with external stakeholders - including the national and county government, international institutions and others - on urban planning for SDG acceleration;

    • Contributes to the design and execution of innovative proposals to strengthen the PFES engagement and reputation, and to
    generate greater urban planning and management resources in support of the SDGs;

    Supports knowledge management and capacity development

    • Assists in the development, maintenance and sharing of knowledge and intelligence, to inform and position the PFES to effectively generate and harness opportunities to meet its urban planning and management targets;

    • Contributes to knowledge networks and communities of practice related to urban planning, sustainable development and management at national, regional and global levels;

    • Undertakes activities to strengthen the capacity of PFES to mainstream and promote SDG investment partnerships;

    • Provides substantive support for the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages.

    Education

  • Advanced university degree (Master’s degree or equivalent degree) in architecture and urban planning, urban development, sustainable development, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of two years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation or related area is required.

    Languages

  • Fluency in one of the working languages of the UN Secretariat, English or French, is required; fluency in Swahili is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
