Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.

The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.

The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments:

  • Department of Partnerships and Results
  • Monitoring, Department of Agri-Business
  • Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment.

    Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

    Project context:

    Programme for Country Partnership (PCP) for Ethiopia.
    UNIDO has reaffirmed that sustainable development is closely connected to global systemic changes and multiple actors are needed to facilitate a transformation to sustainable societies.

    Inclusive and Sustainable Industrial Development (ISID) calls for larger resources than a development organization can individually provide. UNIDO’s new Partnership approach is a holistic process requiring consensus and resources from among local and global actors at business, governments, financial, research and academic institutions, multi-bilateral aid organizations, NGOs, and citizens.

    This process calls first for a close and crucial co-operation with governments to create an ownership framework. Governments need to establish an in-country platform for cooperation and provide a strategy with respect to the country’s priorities and needs as expressed by its government and private sector.

    Additionally, governments need to create conducive frameworks required to attract the interest of private sector, through profitability and impact of development initiatives.


    The partnership framework approach is developed in close cooperation with both multilateral and bilateral Development Financial Institutions (DFI).

    The Partnerships approach aims to increase resource mobilization by strengthening cooperation between governments and the development financial sector to create workable frameworks that will reduce the risk or lower the cost of capital for investors in financing sustainable development.

    It is carried out on mutual interest, benefiting DFIs of UNIDO technical competence to screen their project portfolios and assess the interventions required to address common ISID challenges.

    On the other side UNIDO limited technical cooperation resources are strategically invested, so as to leverage parallel flows of financial resources and trigger a tangible ISID impact.

    In this context, the Resource Mobilization and
    Partnership Management (RMPM) Expert will primarily be responsible for developing and implementing a comprehensive resource mobilization and partnership management programme under the close supervision of the Resource Mobilization and Partnership

    Management Taskforce led by HE the State Minister for International Cooperation (MoFEC). The programme development will take a highly consultative approach, working with key stakeholders in the Government, international development agencies, development financial institutions, and the private sector.

    The approach will be to engage early and in a meaningful way with development partners and identify capacity gaps and promising opportunities for investment in the light manufacturing sector especially leather, textile and agro-processing.

    Development partners including Development Financial Institutions are expected to play an increasing role in the economic transformation process of Ethiopia.

    Development partners’ participation will become even more critical in the years to come, as Ethiopia strives to move from an agriculture to industry led economy.

    To effectively engage partners, the PCP-Ethiopia is planning to establish a dedicated team of experts led by the RMPM, whose main aim is to work under the auspices of the Ministry of Finance and Economic Cooperation to mobilize resources and manage partnerships between and among government agencies, multi and bilateral agencies and partners to make sure the PCP-ETH activities are adequately funded and effective coordination is in place to create synergy and complementarity.

    Minimum Organizational Requirements
  • Education: University degree in economics, finance or similar fields.
  • Technical and Functional Experience:
  • At least 5 years’ experience in programme or project management
  • 3 years’ experience with NGOs/international organizations; working experience in resource mobilization and partnership building, an advantage
  • Analytical competence, excellent ability to identify constraints, and capable of using a system approach.
  • Multicultural, gender and political sensitivity to the staff, stakeholders and target beneficiaries with a positive mindset.
  • Professional with a background in international aid
  • Excellent interpersonal/communication and networking skills, as well as writing skills.
  • Computer literacy is essential.
  • Innovative thinking, resourcefulness, a proactive approach and a team player.
  • Languages: Fluency in written and spoken English is required. Knowledge of local languages is an asset.
