    UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.

    Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition.

    The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years.

    UNIDOs mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation".

    Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment.

    UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role.

    Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

    The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment.

    Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

    This assignment will be under the supervision of a Project Manager working in the Department of Agri-Business (PTC/AGR).

    The Department of Agri-Business (PTC/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty.

    The conceptual framework is that of agri-business value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

    Main Functions
  • In light of the above considerations, project implementation is currently under the direct responsibility of the Project Implementation Unit (PIU), based at the UNIDO Office in Khartoum.
  • The position of CTA, to lead the PIU as a technical team, will be a senior internationally recruited technical professional manager with relevant international experience and HR expertise required for the Sudan Project .
  • Overall, the incumbent, as an impartial UNIDO technical professional, has the direct responsibility for technically and financially managing the implementation to achieve the planned project results, providing technical inputs and taking initiatives for translating the project strategy and methodology as well as project related HR needs to develop project outputs and to sustain impact.
  • Moreover, the CTA should have built up during his or her career an international professional and technical network to link the project at its different stages with other relevant programmes/project/institutions/agencies and entities within and outside Sudan. Close collaboration with the Inception team will be essential.
  • His/her competencies will be to forge enlightened leadership, team building, supervision, translating strategies and policy development, initiate innovations and entrepreneurial thinking to be put in place for implementation planning, applications, communication, results reporting and monitoring of the different components and results envisaged.
  • The CTA will provide on-the-job training and experience sharing, targeting local national staff working on his/her team and other professionals, i.e. at
    the VTECs, including stakeholders.
  • The CTA, acting as the Technical Manager on the site for direct project management in all its aspects, together with the PIU, will be jointly working with the UNIDO Country Representative, the international contact person/interlocator for joint meetings with the European Union Delegation (EUD) and other development partners, the Project Manager at UNIDO headquarters, the private sector in Sudan and GoS counterparts at ministerial level.

    Specifically, he/she will be expected to:
  • Ensure the strategic direction of the project, manage the PIU as a team, facilitate and coordinate implementation of the project with the GoS and private sector, as well as provide directions to the VTECs project partners.
  • Ensure the participation of relevant stakeholders in their appropriate areas of interest.
  • Develop and follow up on reporting, the communication strategy of the project and ensure the visibility of the project.
  • Plan and execute all project activities identified during the inception phase.
  • Coordinate the activities and follow up the execution both at the federal institutes and urban communitys level.
  • Coordinate and oversee the work of international experts, consultants and national experts and ensure good working relationships with both the Federal and Regional Institutions, including the VTECs.

    Minimum Requirements

    Education

  • Master's degree or equivalent
    in development economics, engineering, business and entrepreneurship development, Human Resource Development (HRD) for industries and/or other relevant disciplines related to Technical and Vocational Education and Training (TVET) in developing economies.

    Languages
  • Fluency in written and spoken English is essential to this assignment.

    Field of Expertise
  • A minimum of (ten) 10 years practical experience in the field of institutional based technical training management with a focus on implementation of project activities concerning demand oriented technical training/host-community-based support, industrial skills development & education, rural-urban infrastructures for livelihood improvements and entrepreneurship development.
  • Exposure to overall economic development needs, conditions and challenges in developing countries is considered most relevant.
  • Analytical thinking; planning, organizing and problem-solving abilities; good inter-personal and team building skills; cross-cultural awareness and gender sensitivity; excellent verbal and written communication skills; excellent presentational skills; report writing skills; willingness to keep abreast with new developments in the private sector, relevant technical and business fields.
  • This appointment is limited to the specified project(s) only and does not carry any expectation of renewal.
