    Purpose:

    To strengthen the technical capacities of MoLSA/BOLSA regarding the effective design and implementation of integrated child-sensitive social protection programmes and systems at Federal, Regional and Woreda levels with a focus on coordination of UNICEF-supported pilot activities in the scope of the UPSNP and PSNP, UNICEF seeks the support of a technical staff to provide capacity building, monitoring and implementation of the pilots.

    S/he will work with federal, regional and woreda level officials and will be part of the Social Policy team in Addis Ababa but will coordinate with other UNICEF teams.

    Responsibilities

    Support program development and implementation.

  • Support the Social Protection agenda related to evidence-based planning, policy dialogue, formulation, revision and implementation of child-sensitive social protection systems;
  • Support MoLSA in the effective design and implementation of an integrated safety net system for the most vulnerable women and children in rural and urban Ethiopia;
  • Support the annual work plan development with relevant government partners (e.g. MoLSAs, BoLSAs and EHIA) at Federal and Regional levels;
  • Facilitate smooth communication between UNICEF, relevant government stakeholders and as well as PSNP and UPSNP Development Partners

    Programme management, monitoring and delivery of results.

  • Take part in the programme management of the regional social protection work plans. Conduct field visits to monitor and provide support at the sub-national level to ensure the delivery of social protection programme results.
  • Identify any corresponding necessary programme response and make recommendations through established management mechanisms (e.g. regular programme or review meetings).
  • Participate in and contribute to relevant PSNP and UPSNP Task Force meetings; Support effective grant and programme management related to UNICEF pilots and contribute to relevant donor reports concerning the pilot programme activities;
  • Other duties as assigned by the Social Protection Specialist and/or Chief of Social Policy and Evidence for Social Inclusion section.

    Support to coordination and capacity building efforts.

  • Build the capacities of MoLSA and the involved BoLSAs as well as the EHIA to successfully implement the UNICEF supported pilot programmes, with focus on management of Permanent Direct Support and Temporary Direct Support clients as well as urban destitute groups and
    respective co-responsibilities;
  • Support MoLSA and relevant BoLSAs in establishing and strengthening adequate systems within the PSNP and UPSNP pilot regions, with focus on establishing a case management system, a Management Information System as well as a Linkages and Referral system;
  • Support MoLSA and relevant BoLSAs officials towards strengthening multi-sectoral linkages to relevant other sectors, such as agriculture, health, and education – with a focus on CBHI;
  • Liaise with donors and partners supporting PNSP and UPSNP and explore promising working relationships.

    Innovation and knowledge management.

  • Support and coordinate UNICEF-led knowledge management and research interventions around the on-going PSNP and UPSNP related pilot interventions;
  • In conjunction with other team members and government, support the development of innovation, identification and documenting of best practices.

    Qualifications
  • Post-Graduate degree in Social Sciences, Social Protection, Sociology, Social work, or any related field;
  • At least 5 years professional working experience and applied knowledge in areas of Social Protection and a minimum of 2 years of professional experience related to integrated Social Protection Programmes, ideally the UPSNP and/or PSNP, in Ethiopia;
  • Demonstrable experience on providing technical support at various levels of the Government as well as related to tailored capacity building on the establishment of integrated Social Protection programmes in Ethiopia;
  • Demonstrable experience at national and regional levels regarding the effective design and implementation of urban and rural safety net programmes in Ethiopia;
  • Excellent knowledge of global Social Protection context and UNICEF policies in this area;
  • Excellent networking, communication, and coordination skills;
  • Outstanding analytical, negotiating, communication and advocacy skills;
  • Excellent writing and presentation skills;
    Fluent in English and Amharic
