    Responsibilities

  • Under the direct supervision of ESARO Child Protection Regional Advisor, the UNICEF PSEA Specialist will provide technical assistance to roll out PSEA global goods, support implementation and conduct strategic advocacy to prevent SEA in high risk areas in Ethiopia, Somalia and South-Sudan.

    Main responsibilities and tasks will include:
  • Strengthen Ethiopia, Somalia and South Sudan offices capacities to provide access to safe and child sensitive reporting channels, including within community-based complaint mechanisms; access to victims centered assistance; and to support cases investigation, as relevant.
  • Contribute to the development, implementation and dissemination of global and regional guidance and strategies of specific relevance, including on Gender Based Violence in Emergencies, Violence against Children and the Centrality of Protection.
  • Support implementation of Ethiopia, Somalia and South Sudan respective inter-agency initiatives and UNICEF action plans set up in those frameworks.
  • Monitor the implementation of activities in Ethiopia, Somalia and South Sudan, in line with UNICEF PSEA monitoring framework.
  • Support GBV risk mitigation efforts in those countries, within UNICEF and its partners.
  • Contribute to the Roll-Out of the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partner; and to training of UNICEF staff and partners in that respect.
  • Support documentation of best PSEA practices and lessons learnt in Ethiopia, Somalia and South Sudan, for onwards dissemination across the Region.
  • Act as a liaison with HQ and maintain close relationship with PSEA focal points in WCARO and MENARO, including at HCT level.
  • Advise on any PSEA-related issues that require immediate action and advocacy.
    Keep management updated on PSEA developments and make appropriate recommendations on enhancing prevention strategies.
  • Participate in and actively represent ESAR in PSEA forums and coordination meetings, as relevant.
  • Contribute to resources mobilization activities, draft reports, project proposals, ToRs, advocacy materials and other relevant documents, as required.
  • Support other activities related to child protection and integrated initiatives, as required by the supervisor.

    Qualifications
  • Advanced university
    degree preferably in social sciences, social work, political science, law or other relevant fields.
  • A minimum of 8 years’ relevant experience working in emergency settings on children’s and women’s rights and violence prevention and response, in particular sexual violence and other forms of gender based violence; and on child protection.
  • Fluency in English (verbal and written) required.
  • Experience in and knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection.
  • Knowledge of current PSEA developments and activities at UNCT and HCT level and its partners.
  • Proven success in developing and facilitating training and capacity-building activities on PSEA.
  • Experience developing complaint mechanisms as well as reporting and investigation procedures.
  • Proven research skills and demonstrated expertise in analysis and development of technical papers, as well as programmatic guidance related to violence against children and women, in particular sexual violence, gender and child protection.
  • Excellent communication, facilitation and interpersonal skills.
  • Experience working in acute emergency settings.
