  • UNICEF Tanzania is looking for an International Individual Consultant to update a 2013 situational anaylisi of children and young people with disabilities in Tanzania Mainland and Zanzibar

    Specific Objectives

  • To update the Situational Analysis of Children with Disabilities in Tanzania produced in 2013 based on a review of existing literature and to highlight different definitions and measurements of disabilities currently used in Tanzania (Mainland and Zanzibar), key data gaps on barriers, stakeholders, enabling environment, programmes, services, policies data and evidence.

  • To update numbers on the prevalence of children and young people with disability based on recent surveys.

    To provide recommendations on:

  • priority advocacy issues for Tanzania Mainland and Zanzibar respectively
    areas that UNICEF can focus technical assistance in the new Country Programme, for Tanzania Mainland and Zanzibar respectively, and which partnerships are key to leverage UNICEF's work.

    Methodology

    The preparation of a situation analysis will be informed by various sources of information, including:

  • UNICEF Guidelines for Disability Situation Analyses

  • Current policy documents related to disabilities of Mainland Tanzania and Zanzibar

  • Literature produced between 2013 and 2020 on People and Children with Disabilities in Tanzania Mainland and Zanzibar

  • An analysis of relevant data from surveys conducted in Mainland Tanzania and Zanzibar, including the Household Budget Survey;

  • Remote consultations with the strategic actors in Mainland Tanzania and Zanzibar:

  • In Zanzibar, Department of Disability Affairs (2nd Vice President's Office), PORALGSD, Office of the Chief Government Statistician, Ministry of Labour, Empowerment, Elders, Women and Children.

  • In Mainland Tanzania, Disability Affairs Office at the Prime Minister's Office, PORALG, National Bureau of Statistics, Ministry of Health and Social Welfare.

  • UN Agencies, bilateral institutions and DPOs

  • Review meetings with the UNICEF TCO Disability Working Group

    Tasks and Deliverables

    The development of the Programme document will require the following tasks to be accomplished and deliverables (In bold):

  • Conduct literature review - Acceptable inception report (not exceeding 5000 words)

  • Ongoing literature review, remote consultation with key stakeholders - First draft

  • Integration of comments from the Disability Working Group on first draft - Revised draft

  • Presentation to TCO & submission of final documents - Final Situational Analysis of Children and Young People with Disabilities in Tanzania 2020 - PowerPoint presentation - Draft for development into Infographics pamphlet

  • Pamphlet with key data related to children and young people with disabilities for Tanzania Mainland.

  • Pamphlet with key data related to children and young people with disabilities for Zanzibar
    (Deliverable 4, 40%

    Management and Accountability

  • The Consultant shall carry out the assignment under the supervision of the UNICEF Social Policy Specialists - ZFO.

  • The Disability Working Group will be the Advisory Group and be closely involved at each stage of the assignment.

  • The Disability Working Group is made up of representatives from all sections within UNICEF.

  • Its objective is to identify and address the programmatic needs to support the full and meaningful inclusion of children and young people with disabilities across all programme implementation in a manner that promotes the children and young people's development and participation in line with their potential and evolving capacities.

  • Among its specific objectives is to develop a holistic multi-sectoral plan for the inclusion of children and young people with disabilities throughout TCO programming and make recommendations to TCO's upcoming Country Programme Document (CPD) exercise, based on monitoring and programming evidence compiled by the group.

    To qualify as an advocate for every child you will have

  • The assignment will be conducted by an international individual consultant.

    The consultant will have a track record in the field of people with disabilities and will be assessed based on the following criteria:

  • An advanced university degree ( Master's or higher) in social sciences,policy analysis or other relevant fields of study relevant to disability inclusion

  • Minimum 10 years of work experience and specialization in disability inclusion and gender programming. Specifically, in implementing disability inclusion within emergency context and within country strategies and programs.

  • Proven track record in assessments and analyzing issues pertaining to the inclusion of children with disabilities

  • Great attention to details, analysis and presentation of data collection and research findings and excellent writing skills in English.

  • Previous experience of working with persons with disabilities in Tanzania is an advantage.
