Key function, accountabilities and related duties/tasks

Climate resilience – joint approach for CP and WASH

  • Risk assessment
  • Any hazards that could have an impact
  • Who and what is exposited to these hazards
  • The vulnerabilities of those exposed, which influences the damaging effects of a hazard
  • How and to what extend the risks can be reduced and mitigated
  • Identify and appraise options
  • Linking risk with response – options for climate resilient CP and WASH
  • Appraising and prioritizing options for climate resilient CP and WASH
  • Support the community and stakeholders with setting up climate risk management plan for climate action (identification of risks, appraisal of solutions, mitigation, adaptation and (emergency) response. Inclusion of vulnerable groups, gender etc.
  • Organize exchanges for experience sharing among community and stakeholders, organize trainings where relevant

    Monitoring and Evaluation

  • Participate in monitoring and evaluation exercises to determine required action/interventions to achieve results WASH and CP.
  • Development of monitoring and Evaluation framework for the KOICA WASH and CP program
  • Coordinate with WASH and CP team that are working on KOICA program and develop a monitoring and evaluation plan.
  • Coordinate with WASH and CP team to undertake monitoring visit to the implementation site in a regular manner.
  • Support the baseline, midline and endline assessments of the KOICA program in both WASH and CP.
  • Undertake a monitoring and assessment visit to implementation woredas and document reports of the monitoring results for further action
  • Generate knowledge management products of best achievements in a regular manner and these includes human interest stories, learning notes, photo shoots ad video collections.
  • Work on regular reporting's of KOICA based on the agreed time frame with the donor
  • Assist in providing best practice documentation in Gambella, Oromia and SNNP of both WASH and CP interventions
  • Support donor reports based on the request from sections of WASH and CP

    Visibility

  • Work on the visibility element of the KOICA programming of both the infrastructure and software of WASH, SBC and CP interventions.
  • Ensure the visibility standards fulfilled based on UNICEF standard
  • Liaise with UNICEF visibility focal person for all needed visibility implementations of KOICA CP and WASH programs
  • Support any requested WASH and CP related activities from program mangers of CP and WASH

    Expected Deliverables

  • Monthly detailed reports specifying all activities accomplished in the month. Monthly reports to be submitted in the first week of the next
    months
  • Provide assessment of hazardous event, risks, and existing control measures
  • Develop an incremental improvement plan: include consideration of climate resilient
  • Produce M&E framework for both WASH CP KOICA program
  • Undertake quarter based monitoring visit to filed sites along with CP and WASH team and generate report accordingly.
  • Produce monthly knowledge management products (learning note, HIS, photo collection and video shots)
  • Ensure all the knowledge products are disability and gender inclusive
  • Monthly KOICA progress narrative report of WASH and CP from filed team
  • Quarterly and bi annual report generated for KOICA program of both CP and WASH
  • Produce reports on M&E findings and prepare presentations for WASH and CP project leads based on M&E data (monthly)
  • Develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project (first quarter)
  • Identify and document lesson learnt and develop case studies, best practices and success stories of the project (One per month )
    Final report at the end of consultancy

    Expected background and Experience

    To qualify as an advocate for every child you will have…

  • Education to MSc/MA/ level in climate change, disaster management, social work, Human rights Law, International Relations, Development Studies, social sciences, geo-information science, information management, development planning, planning, evaluation, survey implementation, data science, advanced statistical research. or similar, or equivalent field experience.

  • A minimum of 5 years of relevant professional experience (disaster management, environmental issues on WASH and CP, and/or M&E) is required.

  • Professional technical knowledge/expertise in climate and environmental impacts, assessments, and adaptation solutions and expertise in conducting climate/environment/disaster risk and vulnerability assessments, monitoring & evaluation process management, Follow-up on recommendations and dissemination of M&E results.

  • Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Design, data analysis, and reporting.

  • Experience with providing technical support for management of admin data systems strengthening projects preferred.

  • Knowledge of UNICEF’s M&E Policies and Procedures and Data for Children Strategic Framework.

  • Fluency of spoken and written English and Korean is required
