    UNICEF Sudan has been tackling numerous issues, including displacement, conflict, food insecurity, and droughts and floods. We have achieved significant milestones, helping to boost child protection, treating malnutrition on a wide scale, providing newborn health services and lifesaving access to improved water supply.

    Responsibilities

  • To provide Emergency coordination and oversight of Field Offices under the general guidance and supervision of the Chief, Field Operations.
  • More specifically, the post will support effective planning, implementation, monitoring and evaluation of emergency preparedness and responses in South Sudan at guaranteeing the survival and well-being of children and mothers, as well as other communities particularly affected by humanitarian crisis
  • Undertake the situation analysis for emergency-related programme areas across South Sudan and periodically update by monitoring and analyzing the political, social and economic problems, operational environments and trends as they affect women and children with special emphasis at the transitional economic and social implications.
  • Together with security advisors, undertake risk analysis taking into account the political, economic and social problems of transitional nature.
  • Provide technical support to country and field offices in emergency preparedness, coordinating responses, contingency planning and capacity building.
  • emergency/recovery programme goals and objectives and develops strategies and implementation frameworks.
  • Analyzes, evaluates and consolidates programme documentation related to Emergency/Recovery interventions. Consolidates plans of action and workplans for Emergency/Recovery project implementation.
  • Supervises emergency and staff deployed for Rapid Response Mechanisms and respective staff.
    Identifies human resources, supply and logistical requirements for emergency responses.
  • Support preparation of donor and project proposals for Emergency/Recovery assistance and other related documentation, as necessary.
  • Authorises and monitors the emergency funds and travels of staff members related to emergency/Recovery programmes if required.
  • Coordinate and strengthen emergency preparedness with multiple actors such as UN Agencies, Ministries and Civil Society Organisations at country and, to improve actions and responses in crisis situations including Rapid Response Mechanisms.
  • Provide guidance to country-level emergency preparedness and response as well as improved strategies at country and state level.
  • Ensure adoption of improved standards and strategies for children.
  • Provide oversight on cross-border issues in coordination with actors of neighbouring countries in crisis.
  • Support coordination of strategies and programme responses for children impacted by disasters and armed conflict in collaboration with sections.
  • Strengthen capacity of programme sections to deliver on defined Core Corporate Commitments (CCCs) and provide guidance and support to COs and/or participate in monitoring of interventions. Within the framework of CRC and CEDAW and international humanitarian law, support co-ordination of strategies and programme responses for children affected by disasters and armed conflicts with particular focus on
    advocacy for the cause of children and compliance to international humanitarian law, the protection and respect of the rights of children and women affected by the conflicts and access to humanitarian assistance and basic social services.
  • Strengthen capacity of field offices to deliver on defined corporate commitments and protection of children affected by disasters and complex emergencies and provide guidance to the field offices and/or participate in monitoring/evaluation of interventions.
  • Provide daily support to all Field Offices with the delivery of their respective operations and liaise with CO Programme and Operations Sections to ensure timely follow-up and proactive support to FOs.
  • Make frequent visits to emergency areas and Field Offices, partners and allies (authorities, UN Agencies and CSOs) to assess the programme progress, identify major problems and constraints and advocate participation of concerned parties and beneficiaries.
  • Coordinate and supervise in conducting rapid assessment of emergency conditions and needs and ensuring timely responses.
  • Assess, identify major problems, constraints and advocate participation of concerned parties and beneficiaries. Act as OICs for Chief, Operations and Chiefs, Field Offices when required.

    Qualifications

    Education:

  • Advanced university degree in Social Sciences, Human Rights or a related technical field.

    Experience:

  • Eight (8) years progressively, responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation, emergency/disaster management.

    Language:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
