UNICEF Digital Health Systems and Interoperability Consultant Jobs in Kenya
Job Summary
The Digital Health Systems and Interoperability Consultant will lead technical work on digital health systems and interoperability across the programme, with a focus on health information exchange (HIE) enabling layers being established in participating countries.
The consultant will contribute architecture requirements and investment blueprints, support financing window analysis, and provide technical guidance on national-scale digital health infrastructure.
The role works closely with UNICEF Health Section colleagues across Centres of Excellence (COEs), particularly in Bangkok, and requires periodic face-to-face engagement as well as significant overlap with Bangkok working hours.
Key Responsibilities
Lead the design and implementation support for digital health systems and interoperability initiatives.
Support the establishment and strengthening of health information exchange (HIE) enabling layers across implementation countries.
Provide architecture and technical requirements inputs into programme investment blueprints.
Support financing-window assessments and digital health investment planning.
Collaborate with Ministries of Health, technical partners, vendors, and programme stakeholders to support national digital health architecture development.
Translate digital health architecture requirements into practical specifications and implementation guidance.
Minimum Requirements
Education
Master’s Degree in Health Informatics, Information Systems, Computer Science, Engineering, Public Health with an Informatics focus, or a related field.
A first-level university degree combined with an additional two years of relevant experience may be accepted in place of an advanced degree.
Work Experience
Minimum of eight (8) years' experience designing or implementing digital health systems in low- and middle-income countries.
At least five (5) years' experience working on national-scale interoperability initiatives, including:
Enterprise architecture and requirements development.
Health information exchange (HIE) systems.
Facility registries.
Health worker registries.
Client registries.
Terminology services.
Experience working with Ministries of Health on national digital health architecture.
Experience working with vendors on technical specifications, deliverables, and acceptance processes.
Skills and Competencies
Hands-on experience with FHIR, including profiling and implementation guides.
Working knowledge of WHO SMART Guidelines, Digital Adaptation Kits (DAKs), Health Information Exchange reference architectures, and digital health maturity assessments.
Ability to translate health architecture requirements into actionable specifications for governments, vendors, and financing institutions.
Strong stakeholder engagement and technical communication skills.
Ability to operate effectively across multiple countries, teams, and time zones.
Language Requirements
Fluency in English is required.
Knowledge of Spanish or French is an added advantage.
Desirable Qualifications and Experience
Experience working within one or more regions represented by participating countries.
Experience supporting digital components of IFI-financed operations or digital health costing initiatives.
Experience integrating digital health systems with digital public infrastructure, including identity and payment systems.
Experience designing shared multi-country digital infrastructure.
Experience working with United Nations agencies.
