Background/Rationale for the Assignment

Following the continuously Ebola outbreak in DRC and the significant risk of cross-border spread to neighboring countries, WHO prioritized 9 countries for Ebola preparedness and response in line with their proximity to the outbreak epicenter and health system capacity to cope with EVD. South Sudan, along with Rwanda, Uganda and Burundi, is categorized as the priority one.

The continuous risk of EVD spread from DR Congo has emphasized due to the fact that South Sudan has reported three indigenous outbreaks in the past. The outbreaks occurred in 1976, 1979, and 2005 and all the outbreaks occurred in the Western Equatoria state hub.

The first two outbreaks occurred in Nzara and Maridi while the third outbreak occurred in Yambio alongside with a measles outbreak. These trends therefore suggest that even without the risk of EVD spread from the current outbreak in DR Congo, South Sudan harbors the reservoirs for EVD since the Greater Equatoria region shares the same ecological features with endemic locations in DR Congo.

As part of the prepared response, UNICEF is working in close coordination with Ministry of Health, WHO and other partners and actively engaged in the EVD preparedness contingency planning that aims to ensure alignment of preparedness and to be continued for readiness actions in the coming months.

UNICEF's C4D role as lead agency for risk communication includes: i) coordination;

ii) capacity reinforcement and guidance;

iii) facilitation of assessments;

iv) production, pre-positioning and broadcast of mass media messages to raise public awareness and overcome resistance;

v) outreach to and training of opinion leaders, military personnel, journalists, community-based workers and other field-level partners; and

vi) door-to-door campaigning and interpersonal communication to deliver focused messages to households and service providers.

In addition, UNICEF through the established Risk Communication Task Force at the national level will continue to provide support to the Ministry of Health at national and state level to ensure effective coordination.

As part of our monitoring of progress and reporting to donors data collection is critical for our programming.

Due to the key role UNICEF plays in coordinating Ebola Preparedness Response on Risk Communication, Social Mobilization and Community Engagement across the country with more focus on high risk states, UNICEF (C4D) is seeking to deploy a Social Science Data Manager with solid expertise in data collection and analysis of prevailing socio-cultural practices to support data collection ad C4D reporting.

Purpose

The purpose of the consultancy is to have dedicated support on data collection, data entry and data quality assurance to support C4D data collection, monitoring and reporting to guide our programming.

The data officer will work closely with the Social Science Researcher and Data Manager to ensure key priorities of the section include improving the quality of the following

  • The technical data entry consultant will support the urgent data entry, data quality assurance and data management activities to the C4D section.
  • Standardizing a data base for risk communication working group involving all stakeholders in planning, design and implementation
  • Developing tools for program monitoring and accountability.
  • Data collection and data entry
  • Data analytics and data quality assurance
  • Generation and use of evidence for programming.
  • Knowledge management through sharing of evidence generated

    Qualifications and Competencies

  • Bachelor’s degree in social science or related field;
  • At least two year’s relevant work experience in data collection and information management
  • Moderate experience in MSOffice and data entry experience
  • Proficiency in excel
  • Proficiency in English

    Deliverables

    The consultancy duration consists of a total of six months 1st December 2019 to 31st May 2019. The payment will be
    made monthly upon submission of a report on the status update on the work carried out, based on the indicative deliverables.

    Tasks Timeline

    1. Support at least three trainings of field officers and partners on data collection, data entry, data analysis and data quality assurance in Ebola high-risk areas (Yei, Juba, Nimule, Torit). Periodically by: 31st May 2020

    2. Monthly collection, data entry and analysis from 3 EVD states and share with C4D section and Risk Communications Technical Working Group to guide C4D programming on Ebola preparedness and response. Monthly for the duration of the contract 31st December 2019, 31st January 2020, 29th February 2020, 31st March 2020, 30th April 2020, 31st May 2020.

    3. Develop a centralised database, ensure all EVD RCSMCE data is captured in the database and quality check assurance of data is done and updated regularly. Monthly for the duration of the contract. 31st December 2019, 31st January 2020, 29th February 2020, 31st March 2020, 30th April 2020, 31st May 2020.

    4. Conduct mapping of partners in four Ebola high risk areas to support data collection and update monthly Monthly for the duration of the contract 31st December 2019, 31st January 2020, 29th February 2020, 31st March 2020, 30th April 2020, 31st May 2020.

    5. Support reporting colleagues with the required inputs regarding the programme reach and analysis (Monthly) Monthly for the duration of the contract 31st December 2019, 31st January 2020, 29th February 2020, 31st March 2020, 30th April 2020, 31st May 2020.

    Estimated Duration of the Contract
    The estimated duration of the contract is 6 months, with potential travel to field locations.

    Duty Station and Official Travel
    The consultant will be based in Juba with frequent travel to the field.

    Estimated Cost of the Consultancy

    Detailed financial proposal is required to be submitted by the applicant.
    UNICEF Supervisor. The consultant will be supervised by the Chief of Communication for Development/ C4D Ebola Coordinator

    Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant will liaise with the Programme Assistant and supervisor to arrange and organize field travel. UNICEF will cover the cost of travel in the country.
  • UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.

    Nature of Penalty Clause in Contract
    If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.

    UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold).

    All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future. Payment will be made monthly only after submission of reports.
