    Purpose of Assignment

    Terms of Reference to support the Implementation Monitoring and Evaluation framework for the Social Protection Sector from January 2019 to December 2019

    Background and Justification

  • The Secretariat with the support of UNICEF embarked on the development of an M&E framework, through the technical assistance of an M&E consultant from the period December 2017 to November 2018.

    The consultant has been working with the SPS and stakeholders along the defined deliverables of the technical assistance and has accomplished the following:

  • Developed inception and mapping report of the Social Protection M&E systems;
  • Developed a draft consultative M & E framework for social protection that incorporates operational and impact level issues, measures to track gender equality issues and the realization of human rights for different categories of groups. An inclusive approach was used to ensure comprehensive indicators to measure the Social Protection Sector.
  • A key action within the approach was establishment of an M&E technical working group (M&E TWG) to bring together key social protection stakeholders from the public, private and civil society to ensure stakeholder involvement and participation in developing the framework. The SP M&E framework considered the players and programs in social protection and necessary information needs that will provide for the expansion of the Single Registry to capture indicators that will provide a stronger evidence base for the growth and expansion of the sector.
  • Developed the Final M & E framework with comprehensive indicators. A Final Social Protection M & E framework with comprehensive indicators was developed, the framework for social protection that incorporates operational and impact level issues, measures to track gender equality issues and the realization of human rights for different categories of groups including children. It extends to consider the complementary aspects that cover nutrition, education and agriculture under social assistance initiatives.
  • The conceptualization and harmonization of the M&E framework indicators is currently ongoing with the current Single registry system to facilitate automated reporting as part of the central database and system for collecting and collating M & E data across the social protection sector.
  • It is expected that by the end of the contract period the consultant will have trained and disseminated the M&E system to the relevant National and County staff, jointly produced the first annual monitoring report for the social protection sector and prepared a comprehensive hand over package and report to the GOK. The SPS has requested for a no cost extension to run until 8th January 2019 to complete these processes.

    Scope of Work

    Goal and Objective

  • The M&E consultant will assist the SPS in the Implementation of the developed SP M&E framework and development of an evaluation plan. This will ensure the improved design, use and continuity of the framework. With improved and automated reporting, the results of the SP Sector will be captured and reported through a more effective, coherent and efficient system. The stakeholder engagement and M&E reports generated expected to contribute to the successful implementation of the M&E framework. In addition, the consultant will be expected to support the establishment of a Knowledge Management and Learning system as an aspect of the framework.

    Evaluation Plan:

  • Draft TORs of joint reviews, evaluations, field monitoring visits,
    learning & knowledge sharing events and Joint monitoring progress reports.
  • Technical Assist to the Social Protection Secretariat in planning and coordinating the SP sector independent evaluations and in monitoring the implementation of conclusions

    Knowledge Management and Learning System linked to the Social Protection community of Practice

  • Develop a repository of study, survey, evaluation, review reports, that are prepared by participating SP stakeholders and make them easily accessible to all interested partners.
  • Draw lessons learned from the SP M & E events/activities as well as from the use of the monitoring and evaluation framework and share them with all interested partners;

    Bi Monthly Progress Report including but not limited to progress on:

  • Knowledge Management and Learning System reviews linked tp the Social Protection Community of Practice
  • Support in the preparation of program improvement plans based on reports and recommendations from evaluation.
  • Support the annual knowledge management annual events.
  • Document challenges and successes during implementation of SP M&E framework

    Capacity building of KMS and M&E Framework

  • Capacity building and awareness of the Knowledge Management System for the National and selected county governments
  • Capacity building on M&E tools to stakeholders

    End of June 2019

    Bi Monthly Progress Report including but not limited to progress on:

    Facilitation of joint M&E activities

  • Support joint monitoring missions with key stakeholders;
  • Support the SPS in carrying out joint evaluation studies, or others;
  • Manage the conduct of surveys (baseline and annual follow-up) to obtain vital feedback on impact and shared to all stakeholders.

    Support Joint Monitoring Mission with SP Stakeholders

  • Assist the Social Protection Secretariat in planning, organizing, coordinating joint periodical (annual, mid-term,) internal reviews for the Sector framework and in monitoring the implementation of conclusions/ recommendations that come out from such events ensuring action is undertaken.

    Bi Monthly Progress Report including but not limited to progress on:

  • Annual Monitoring and Evaluation Report 2018/19
  • Review of the SP M&E Framework
  • Review the SP M&E framework based on the ongoing revision of the ongoing National Social Protection Policy and National Social Protection Strategy documents.

    End of October 2019

    Bi Monthly Progress Report including but not limited to progress on:

  • Capacity building of the reviewed SP M&E Framework
  • Network with national and county partners in M&E in the SP sector and interact with colleagues in the sector to exchange information for learning purposes with a view of inputting data from the sector

    Comprehensive Hand over Report

    N.B.

  • Payment is on satisfactory completion of deliverables duly authorized by the Supervisor of contract.
  • Specific deliverables of acceptable quality must be submitted at the planned times.
  • Performance will be evaluated considering quality of deliverables, consultation with stakeholders, timeliness of deliverables of and comprehensiveness of work as defined in the terms of reference.
  • The consultant is expected to carry out the design process in accordance with professional communication development standards

    Required qualifications, desired competencies, technical background and experience

    Key requirements for the post:

  • Hold a Masters degree or equivalent in Social Sciences (Sociology, population studies, demography, anthropology, economics, etc) or statistics
  • At least 8 years experience in designing, managing and implementing M&E systems
  • Previous experience should include working with complex government and multilateral programs
  • Experience in social protection sector programs and policy
  • Experienced trainer of M&E approaches
  • Excellent report writing skills
  • Good presentation and facilitation skills
  • Should be a team player
