Major Responsibilities

Supporting children, adolescents, and women who experience Gender Based Violence (GBV} with access to comprehensive response services, including:

  • Support partner NGOs, MWASD and MYSSD to carry out child-sensitive psychosocial support include GBV case management for child and adolescent survivors including referral for specialized services and dignity kits
    Strengthen the capacity of GBV SSWG partners including the MWASD and MYSSD to care for child survivors by requesting the support of HQ to deploy CCS trainers to conduct a ToT for GBV/CP caseworkers and Ministry Social workers.


  • Support the strengthening of SEA community based compliant and reporting mechanism (CBCRM) with special attention to child friendly (CBCRM) in camps, communities, schools, and hospitals supported by UNICEF.

  • Initiate the training of UNICEF medical staff from the health section to provide medical support for survivors of GBV and SEA including clinical management of rape and medical counselling.

    Preventing GBV by addressing its underlining conditions and drivers

  • Work with partner NGOs, MWASD and MYSSD to carry out social norm change interventions including advocacy for the domestication of laws that aims to address the root causes of GBV.

  • Increase / improve the provision of age-appropriate economic support for children and adolescents to foster economic empowerment and reintegration of survivors including CRSV survivors through entrepreneurial and livelihood activities.

  • Increase / improve the availability of age and gender appropriate social and community activities for children and adolescents to foster smooth social empowerment and reintegration e.g. life-skills, school clubs, peer to peer support, dialogue sessions, etc.

  • Participate in all WPS network activities to highlights the role of girls in peacebuilding through the implementation of peacebuilding activities in schools and communities for girls and adolescents.

  • Engage the service of a consultant to strengthen the legal and justice system to be responsive to GBV issues affecting girls and women.

    Mitigating the risk of GBV across other UNICEF sectors (Education, WASH, Nutrition, etc.) and promoting women and girls' access to information, and resilience and empowerment opportunities through activities such as:

  • Increase quality and quantity of girls / adolescent safe spaces in camps, communities and schools to provide dignified, enabling and protective environments for girls and adolescent girls.

  • Consistently review the GBV referral pathways in UNICEF supported programme sites including schools and ensure the pathways and service directories are in use to provide professional assistance to GBV / SEA survivors aligned to IASC GBV guidelines and UN Victim Assistance framework

  • Work with partner NGOs, MWASD and MYSSD to carry out child-friendly awareness activities for community stakeholders and community members including children and adolescents in schools to increase awareness on CP / GBV / SEA related topics and promote access to services to respond to incidents of GBV / SEA.

  • Conduct and facilitate structured GBV safety audits and risk assessments in UNICEF programme locations and schools, health and WASH facilities and work with partners and communities to address identified concerns
    Conduct trainings (refresher) for all UNICEF programme section staff to integrate GBV risk mitigation and gender sensitivity in their programmes.

  • Support all UNICEF programme
    sections to include GBV and SEA outputs and indicators in all programme documents

    Coordination

  • Regularly represent UNICEF in coordination forums including GBV Sector and provide updates on UNICEF's response and response plan.

  • Participate in GBViE team coordination mechanisms (meetings, groups, teams, etc.)
    Identify key capacity gaps in implementing GBV integration within UNICEF and partners including UNICEF led clusters and sub-cluster.

  • Support the CP Specialist to implement the GBV / reintegration programme, including ensuring timely implementation of activities, timely reporting to the donors, compliance with visibility requirements and compliance with internal UNICEF procedures and processes.

  • Contribute to the development of new programme cooperation agreements with international and national NGOs for the reintegration of girls and women affected by conflict-related sexual violence and for GBV prevention and response programming

  • In close collaboration with the Information Management Specialist and Officers, ensure robust data collection to capture the number of beneficiaries reached by the programme and the impact of the programme, including management of the evaluation of the programme.

    Minimum Requirements

    Education

  • Bachelor’s Degree or equivalent in the area of Community Development, Social Work, or related fields

    Experience

  • Minimum of 3 years of progressive professional experience implementing Child Protection and GBV programmes in emergency contexts.

  • Strong experience in capacity building in GBV including designing and implementing GBV programming.

  • Proven ability to work independently under difficult conditions, including in protracted conflict environments

  • Excellent communication and advocacy skills

  • Experience working with community structures and / or religious groups and leaders on prevention and response to GBV including survivors of conflict-related sexual violence

  • Proven experience in developing proposals and budgets for resource mobilization, partnership management

    Language Requirements

  • Fluency in English is required. Knowledge of the local language(s) at the duty station is required.
