In Nigeria, UNICEF works in a complex humanitarian and development setting to fulfill and protect children's rights in partnership with the government, civil society, children, and families.

How can you make a difference?

Nigeria Country Office is one of the largest operations of UNICEF and the largest in West and Central African Region. The country programming is complex as it has development programming, with major disparities between the North and the South, North being relatively deprived and poor, while majority of the population is concentrated in the North. The country is further challenged with ethnic and religious divides coupled with governance issues particularly financial management.

While the Country Programme is geared towards achieving the nexus between humanitarian and development programming, due to the enormous multidimensional and complex socio-economic, extremism and political challenges the management and oversight of the delivery of the programmes often permeates into managing two parallel programming to respond to the humanitarian crisis in the North East spreading into North Central and North West and regular programming in the rest of the country.

The annual throughput (planned amount) of the country programme is around US$442 M. The Country Office manages funds (taking allotment of 2020 as a baseline) from four sources RR: US$57.7M, ORR: US$219.8M and ORE: US$66.6M and IB budget US$0.6M. The CO manages grants from 52 donors for development programming and 31 donors for humanitarian response and COVID 19 response.

A challenging and exciting opportunity has arisen within UNICEF Nigeria for a passionate and committed Budget Specialist. Reporting to the Chief (M4R), the Budget Specialist will be responsible for tracking, analyzing and reporting income and expenditures, including donor contributions and will be accountable for analyzing the needs, preparation, management and
monitoring of contributions, involving all sources of funds across programmes and operations, contributing to the overall governance of the office.

She/he will also collaborate with HQ, RO and CO and contribute to the overall strategies related to contribution and budget management and reporting and capacity building for UNICEF Nigeria Country Office.

Summary of key functions/accountabilities:

  • Supports the formulation of strategies and concepts

  • Support Budget analysis focusing on achieving results

  • Contribution management (budget planning allocation, monitoring)

  • Management of financial dashboard reports

  • Management of financial reports related to resource mobilization and donor reporting

    To qualify as an advocate for every child you will have…

  • An advanced University degree in Business Administration, Finance and Accounting, General administration, Development studies, Statistics, Social Sciences, or any other relevant field of discipline.

  • Minimum five years of relevant professional work experience in Programme management and budgeting

  • Work experience in an international organization in the relevant area is an asset

  • Work experience in EU financial reporting is considered an asset

  • Experience in the usage of office software MS package and advanced knowledge of spreadsheet and database packages.

  • Experience in SAP is required.

  • Fluency in English
