Organizational Context

  • In October 2018 UNHCR Uganda and partners launched the Inter-Agency Feedback Referral and Resolution Mechanism (FRRM).

  • The initiative centers on the introduction of the Inter-Agency free helpline through which refugees can access reliable information, report fraud and corruption, provide feedback and access referrals for services.

  • All calls received through the helpline are categorized 1-5 according to their nature and recorded in the system’s interactive data portal, which allows UNHCR and partners to track individual case status, referral response times and quality of feedback given.

  • With over 200,000 calls received to date, this data gives a unique insight into the needs and concerns of the community, providing UNHCR and partners with a powerful evidence base for programming and project design to ensure that resources are prioritized according to the needs the community.

  • It also provides early warning indicators, which allows UNHCR and partners to mitigate against risks and improve services delivery across the response.

  • While UNHCR has developed automated dashboards, which provide an overview of generic helpline trends.

  • Further analysis of data captured is required to help identify more detailed trends and any potential programmatic blind spots.

  • This additional analysis should also seek to provide UNHCR and partners with early warning indicators, highlight trends related to misconduct and service delivery challenges occurring within the response so that operations can mitigate against/tackle risk and take timely action.

  • Against this background, UNHCR is seeking a colleague at the G5 level with a diverse range of skills in the field of data analysis, software design and coding with a strong foundation and knowledge of refugee protection and UNCHR’s work.

  • The incumbent will work within the Risk Management and Compliance Unit, aiding both regular risk management work and the FRRM. He/she will be responsible for producing high-quality reports and data analysis of multi-sectoral data gathered through the helpline and other feedback channels with a view to increasing visibility and usage of this data across the response.

  • He/she may also be responsible for overseeing all adjustments, upgrades and bug fixes to the FRRM CRM software as and when required. In addition, the incumbent will also be responsible for ensuring that the FRRM’s referral network is always kept up to date.

    Functional Statement

  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

  • Provide counselling on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.

  • Support activities in protection related AGD based programming with implementing and operational partners.

  • Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment.

  • Contribute to measures to identify, prevent and reduce statelessness.

  • Contribute to a country-level child protection plan as part of the protection strategy.

  • Contribute to a country-level education plan for PoC as part of the protection strategy.

  • Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.

  • Participate in individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.

  • Assist in identifying durable solutions for PoC in voluntary repatriation, local integration and where appropriate, resettlement.

  • Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.

  • Draft reports, routine correspondence, update relevant databases and compiling statistics within the Area of Responsibility (AoR).

  • Contribute to initiatives to enhance national and local protection capacities.

  • Select PoC for preliminary interviews and decide which relevant information to share.

  • Enforce integrity in the delivery of protection services by local implementing partners.

  • Perform other related duties as required.

    Minimum Qualifications and Experience

  • Completion of High school diploma is required.

  • Minimum 2 years of previous job experience relevant to the function is required.

  • Knowledge of English is required.

    Desirable Qualifications & Competencies

  • Completion of certificates or licence in international law or political science is desirable.
