Organizational Context

  • As of end of October 2020, Uganda hosted some 1,434,708 million refugees and other persons of concern in the country, including those originating from South Sudan, Democratic Republic of Congo, Burundi, Somalia, Rwanda and others. 94 percent of the population of concern live in the settlements, while 6 percent reside in urban areas in Kampala. 82 percent of the population comprise women and children, while 3 percent are elderly persons and 22 percent are youth. Uganda’s progressive refugee policy grants refugee’s freedom of movement, the right to seek employment and establish businesses, and to access public services such as education, health care and justice.

  • Despite a favorable protection environment, the number and vulnerability of refugee’s, scarcity of resources and stress on social-economic amenities continue to hamper the quality of protection. Social Service delivery in the hosting Districts is overstretched requiring support for enhancement to meet the needs of all, both the refugees and their hosts. In order to protect and enhance the asylum space and promote peaceful co-existence, the refugee response must address the perspectives and expectations of the communities hosting refugees.

  • The SGBV Unit in Kampala provides coordination, technical guidance and field support on including on prevention, response and mitigation and engages refugees in community mobilization and empowerment, ensuring an age gender and diversity (AGD) approach, protection and empowerment of persons with specific needs (PSN), accountability to affected people (AAP) and psychosocial support.

  • Sexual and Gender-Based Violence (SGBV) and Violence against Children continue to be major protection concerns in the refugee program, coming against a backdrop of the Uganda refugee population being made up of over 85% women and children. For the last three years, an average of over 5,000 new SGBV incidents have been identified, managed and documented in the refugee settings. While these numbers are concerningly high, they are not fully representative of the extent of the situation as under-reporting or delayed reporting of SGBV incidents remain a major concern, the ongoing engagement with refugees aimed at attitude/social norm change and general awareness has borne significant dividends over time and needs to be sustained. Timely response to the reported incidents continues to inspire confidence for more refugees to report cases, with the assurance that they will get support, and this similarly needs to be a sustained effort. This situation is at present being exacerbated by the significant increase in SGBV cases attributed to the COVID 19 containment measures and restrictions which led to the UNHCR Uganda Operation successfully joining in the appeal for CERF-UFE funding under the project titled “Urgent Response to the Impact of COVID-19 on the protection of refugees, particularly women and children in Uganda Emergencies (UFE)”. This project will be implemented in five refugee settlements in West Nile region of Uganda and Kyangwali Refugee settlement.

    Functional Statement

    Oversee and Provide Technical Support in the Implemetation of the Two Projects

  • Serve as UNHCR focal person for both CERF-UFE and Spotlight Initiative (SLI);

  • Make regular Field Visits to UNHCR Implementing Partners/responsible Parties, carrying Specific activities within the projects in the various settlements (06 in total)

  • Give inputs to quarterly Progress reports and contribute to the drafting of Annual and final project reports;

  • Ensure regular follow ups with different stakeholders involved in the implementation of project activities, including revision of their deliverables and results and make proposals to the Senior SGBV Officer for effective implementation to maximize impact
    of the projects in the field;
    maintain regular communication and extend technical support to economic empowerment activities conducted by girls and women.

    Provide Monitoring and Knowledge Management Support

  • Conduct Systematic monitoring and reporting of UNHCR’s Project implementation, CERF-UFE and Spotlight Initiative Programme Implementation;

  • Provide inputs to Consolidate quarterly progress and drafting support to narrative and annual reports;

  • Maintain Close Communication with Project Beneficiaries, consultations, IPs and Institutional Contractors

  • Identify/Monitor Risks that could interfere with Programme delivery and design mitigation measures;
    Synthesize and document project activities, success stories and lesson learnt;

  • Coordinate and participate in the Mid-term review and evaluation in collaboration with participating UN Agencies and Partners;

  • Develop a plan for sustainability of the activities initiated under the two projects and brief the operation on how this will be implemented after the end of the two projects;

    Coordination and Partnership

  • Coordinate with all project parties and partners involved in project implementation;

  • Organize and Participate in Programme activities including preparation of background document and minutes taking;

  • Organize key advocacy/awareness raising events in coordination with relevant colleagues in coordination with UNHCR’s Senior SGBV officer partners applicable;

  • maintain Close relationship with key stakeholder (state and non-state) and ensure adequate information flow on related activities by the UN;

  • Under the supervision of UNHCR’s Senior SGBV Officer, support planning and implementation of joint advocacy activities for greater visibility and Programme achievements according to the guidelines of CERF Secretariat, EU and UN.

  • Perform any other duties as assigned by Supervisor

    Required Competencies

    Essential Minimum Qualifications and Professional Experience

  • Master’s degree or equivalent in development, human rights, Law, gender equality, social sciences or other related areas

  • At least 2 years (with master’s degree) and 3 years (with bachelor’s degree or equivalent) relevant professional experience including at least 1 year in the field experience in SGBV prevention and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues

  • Experience working in protection of refugees in displacement settings and coordinating, implementing, monitoring and evaluating programmes.

  • Strong experience in interacting with and building partnerships and synergies with UN agencies, NGOs and civil society organizations.

  • Demonstrated leadership skills and ability to work independently with minimum supervision in a fast-paced environment

  • Demonstrated ability to successfully and effectively work and communicate with people in a multi-cultural environment.

  • Fluency in English with excellent drafting and analytical skills is required. Working knowledge of another official UN language is an asset.

  • A project/Programme management certification would be an added advantage.

  • Knowledge and experience of working in SGBV sector of Uganda is an asset.

  • Knowledge and experience of working in SGBV sector of Uganda is an asset.

    [Desirable Qualifications & Competencies

  • Raining design and facilitation skills of SGBV, gender and protection related learning is desirable

  • Demonstrated capacities in monitoring and reporting on SGBV and or protection is desirable.
