UNHCR Physical Site Planner Jobs in Kenya Procedures and Eligibility

Duties and Qualifications

Organizational Context

  • The Physical Site Planner works under overall supervision of Senior Operations Officer and in coordination with other colleagues in the field, in particular working in protection, health, community services, water and sanitation.
  • In addition to physical planning, the incumbent may also assist with the functions in the areas of shelter, infrastructure, and site selection and construction management support.
  • The incumbent liaises and co-ordinates UNHCR construction related activities within the area of responsibility (AoR), in accordance with UNHCR policies and priorities and maintains contacts with the local officials and implementing partners to discuss and share information on the assessment of infrastructure conditions in refugee-hosting areas.

    Accountability

  • UNHCR's country operation has sufficient support in the field of site planning and thus better able to meet the needs of persons of concern.

    Responsibility

  • Coordinate and provide advice on all technical matters, including physical planning, site selection/ development, infrastructure, shelter, Environment, etc. to the Sub Office , implementing partners and other persons/ agencies involved in assisting persons of concern to UNHCR.
  • In consultation with the local authorities and other sectors specialists, undertake the identification of refugee hosting sites and camp extension areas.
  • Coordinate and work with the Implementing Partners to develop camp site plans and technical drawings for site development of appropriate infrastructure and shelter, this includes formulation of activities in line with cost-effectiveness, technologically sound and socially appropriate solutions, based on UNHCR standards and policies.
  • Coordinate provision of technical inputs for formulation of project submissions to address the needs, taking into consideration the technical standards (UNHCR/ Sphere/ National) and UNHCR protection mandate and policy priorities, such as environment, women and children, with specific needs, etc.
  • Coordinate recommendations with other sectors on the procurement of all the required material, equipment and tools to ensure timely implementation of plans and functioning of the site facilities.
  • Ensure regular monitoring and evaluation of site planning and shelter activities, provide inputs for situation reports.
  • Regularly liaise with the other UN agencies, Government Ministries, host authorities and implementing partners in order to coordinate activities encompassing site planning, shelter, and other infrastructures including roads in the camps.
  • Regularly liaise and maintain close working relationship with Sector Specialists at Branch Office, Regional Support Hub and at Headquarters through different coordination and information sharing mechanisms.
  • Coordinate and provide technical inputs for the Contingency Planning related to influx of refugees into Kenya/ Kakuma.
  • Perform other related activities as deemed relevant by the Head of Sub Office.

  • Enforce technical strategies, protocols and guidelines.
  • Represent UNHCR in the meetings and fora related to the functions.

    Essential Minimum Qualifications and Professional Experience Required
  • University degree in Civil Engineering disciplines with courses on physical planning construction management, infrastructure development or any other related subjects.
  • At least 8 years relevant experience including collaboration with different humanitarian organizations (Field experience in responding to emergencies, working with relevant implementing partners and governmental technical departments in site identification, designing and developing).
  • Good knowledge of site surveying and
    site identification (including topography, hydrology, land use, physical planning, environment impacts, engineering, etc.).
  • Prior experience in settlement site planning including layout of shelter plots, roads, communal infrastructures and basic services.
  • Prior experience in designing and implementing shelter strategies.
  • Knowledge of UNHCR standards and criteria for site selection, including consideration of cross sectorial issues related to protection, WASH, environment, land property issues, etc.
  • Previous experience in tender processes (including development of all relevant technical documentation) to ensure settlement development.
  • Experience of site construction management (including supervision, monitoring, quality control, evaluation, preparation of bills of quantities and estimating cost).
  • Excellent knowledge of English.

    Desirable Qualifications & Competencies
  • Computer literacy in MS Office and other relevant software to produce digital maps, site plans and technical drawings.
  • Knowledge of another UN language would be an asset.

    Applicants who applied for a position in a High Risk country will receive, after the deadline for applications has expired, a joint invitation from the Staff Welfare Section (SWS) and the Field Safety Section (FSS) to participate in these webinars.

    During the Webinars, latest updates on security and well-being will be provided, and FSS and SWS will address questions raised by participants.

    Applicants are highly encouraged to benefit, when applicable, from all measures as they provide most up-to-date security and well-being information helpful to assess staff’s readiness to serve in a High Risk Duty Station.

    A Staff Welfare Officer will also be available, if and when required, to discuss with interested applicants the results of the psychological preparedness tool as well as readiness for assignment in High Risk Duty Stations.
