Organizational Context

The Government of Uganda has an open door policy and has continuously allowed humanitarian access and protection to people seeking refuge on its territory.

The Office of the Prime Minister (OPM), UNHCR, humanitarian and development partners are responding to refugee influxes from South Sudan and the Democratic Republic of Congo; and providing protection, care and assistance to some 1.15 million refugees living mainly in rural settlements in Uganda.

Uganda refugee asylum policy and refugee settlement approach is widely regarded as a model for the Comprehensive Refugee Response Framework in accordance with the New York Declaration on Refugees and Migrants, and Uganda policy is cited as an example for other countries around the world.

The Comprehensive Refugee Response Framework (CRRF) was developed in close coordination with relevant States and in collaboration with relevant UN agencies, applying a multi-stakeholder approach.

The objectives of the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity.

Following adoption of the New York Declaration (2016) and with the adoption of the Global Compact on Refugees in December 2018, there has been recognition of the growing need for approaches that promote the socio-economic inclusion of refugees.

This is based on the premise that refugees can contribute positively to the development of communities back at home or in their new places of residence, provided that their skills, capabilities and entrepreneurial spirit are given sufficient support and recognition.

In this context the incumbent will be required to support the implementation of the comprehensive refugee response, with a particular focus on identifying opportunities to engage the private sector actors; develop key partnerships with a broad range of stakeholders and broaden existing partnerships with private sectors actors and development partners with the aim of providing innovative solutions for enhanced refugee and host communities self-reliance and resilience.

The incumbent will support in the institutionalisation of CRRF oriented approaches within UNHCR, on national level and in particular supporting the sub- and field- offices and assisting in the development of relationships with district authorities, local business, Office of the Prime Minister (OPM), UNHCR partners, international and local NGOs, academia, private sector actors, development agencies and other actors engaged in humanitarian and development initiatives.

Within UNHCR, the incumbent will establish close working relations with the relevant staff working in the protection, program and technical sectors.

Responsibilities

  • Foster strategic partnerships with a broad range of stakeholders including the private sector, academia, international and civil society organizations and UN agencies, in order to maximize the impact and increase efficiencies of operations, and to accelerate the shift from direct assistance to developmental approach for refugees and host communities.
  • Liaise with sector specialists, to determine gaps, capacity and comparative advantage of different actors.
  • Support the identification private sector engagement opportunities and advocate for refugees inclusion, with the aim to influence enhanced responsiveness to protection concerns.
  • Identify synergies and enhance livelihoods opportunities for refugees and host populations; and provide innovative solutions for improved enabling environment for doing business.
  • Create linkages and opportunities for partnerships with private sector actors and in collaboration with relevant sector leads in the organisation, develop relevant initiatives that are of benefit to both host and refugee population.
  • Advocate for access for refugees to already available services, including analysing gaps and needs.
  • Raise awareness of entrepreneurship support,
    investment opportunities and initiatives among refugees that will translate to refugee inclusion in the jobs market.
  • Support on developing robust data analysis and knowledge products production to facilitate dialogue with various stakeholders to enhance engagement in the refugee response.
  • Document economic activities and socio-economic factors impacting refugees self-reliance and document good practices from both operational and analytical work from sectors.
  • Facilitate the advancement of comprehensive approaches within UNHCR, as well as with a broad range of development and humanitarian partners.
  • Closely liaise with the CRRF Secretariat in OPM and support and follow up on decisions made of the CRRF Steering Group in the districts, such as refugee response plans.
  • Liaise with sub-offices and district local government on CRRF implementation and to strengthen coordination.
  • Perform other related duties as required.

    Accountability and Authority

    Accountability

  • Support is provided for the implementation of CRRF in the operation under area of responsibility (AoR), including various stages of planning, implementation and stocktaking.
  • Active engagement with and provision of guidance to the government and a broad range of other stakeholders is ensured.
  • Existing partnerships are strengthened and new partnerships nurtured in support of the CRRF implementation at country-level.
  • The progress of CRRF implementation at country-level is reported on, and advice on adapting response, partnership and other strategies provided where necessary.

    Authority

  • Represent UNHCR in meetings and fora related to the functions of the position.
  • Coordinate planning, implementation, reporting and stocktaking activities, as agreed with the manager.
  • Engage in short- and longer-term partnership development, and nurture engagement of development actors, private sector and others.

    Minimum Qualification and Professional Experience Required
  • Undergraduate degree (equivalent of a BA/BS) in Social Sciences, Socio-Economic Development, Development Planning, Rural Development, Economics, Business Administration or related fields.
  • Minimum of 3 years of previous work experience relevant to the function, in humanitarian and development contexts, or private sector engagement.
  • Technical competencies in at least two sub-sectors relevant to private sector engagement and/or local economic and social development. - Proven ability to develop and maintain partnerships with a variety of actors - including government, development partners and private sector.
  • Proven experience in planning, implementing, and monitoring programmes and managing multiple projects.
  • Excellent drafting, presentation and reporting skills, including strong advocacy and negotiation skills in situation involving multiple actors and diverse interests.
  • Excellent networking skills.
  • Excellent computer skills including excel, word and power point.

    Desirable

  • Knowledge of refugee matters, and working on forced displacement issues, including with host communities in the country.
  • Previous work experience with the private sector or development agencies in the area of jobs and livelihoods.
  • Development planning experience with national or district government authorities.
  • Experience of working with synergies between the humanitarian-development nexus.
  • Ability to facilitate humanitarian and development actor interactions.
  • Experience in poverty reduction programmes, focused on linking safety net programmes linked to access to employment and self-employment programme.
