Job Title:
  • Associate Public Health Officer

    Organizational Context

    Define the role of the position within the team, describing its leadership role, if any, its external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable,exercised by the incumbent.

    UNHCR supports health, nutrition and HIV services to nearly 211,365 predominantly Somali refugees in three camps (Hagadera, Ifo and Dagahaley) in North East Kenya. The camps are approximately 80 kilometers from the border with Somalia.

    The agencies responsible for health services in each of the camps include International Rescue Committee (IRC) in Hagadera, Kenya Red Cross Society (KRCS) in Ifo, MSF Swiss in Dagahaley.

    Other I/NGOs such as Humanity Inclusion (HI) and Center for Violence against Torture (CVT) also support various aspects of the health programme.

    Accountability

    UNHCRs country operation has sufficient technical support in the field of Public Health thus better able to meet the needs of persons of concern.

    Responsibility

  • Programme Assessment, Planning, Implementation and Monitoring and Technical Support
  • Undertake monitoring and support visits to the camps using UNHCR programme assessment and monitoring tools in public health; some missions should be undertaken jointly with the local health authorities, implementing and operational partners.
  • Review and provide feedback on all public health related project proposals and budgets presented to UNHCR by existing or proposed implementing partners to ensure that projects will contribute to meeting the health strategic objectives, and activities will be appropriately monitored and evaluated.
  • Ensure feedback relating to key public health is provided to implementing and operational partners, relevant UN agencies, Ministry of Health at local and national level.
  • Monitor and support the implementation of the referral programme and ensure that referrals are timely, appropriate, and ensure that UNHCRs referral guidelines are followed.
  • Convene interagency working groups on community health and others as identified by involved agencies.
  • Act as UNHCRs focal point on outbreak detection and response activities; ensure contingency plans and outbreak preparedness and response activities are in place and the relevant preparedness measures are taken.
  • Monitor the implementation of the health information system in Alinjugur and ensure feedback relating to key public health data is provided to implementing and operational partners, relevant UN agencies and Ministry of Health at local level.
  • Identify and support development of appropriate IEC materials to support health programme activities that are appropriate to the cultural context.
  • In consultation with the Senior Public Health Officer and partners develop project activities to address identified needs.
  • Co-ordination,advocacy and capacity building
  • Participate in health
    coordination meetings at camp level and represent UNHCR policies and strategies in relation to populations of concern.
  • Advocate for inclusion of populations of concern in local initiatives and strategies,policies and funding proposals.
  • Liaise regularly with the community through the Health Unit Committees at camp level and other fora and seek feedback on the communities perception of health services; promote community involvement in aspects of the health programme.
  • Disseminate the MOH protocols and guidelines, and/or UNHCR/UNFPA/WHO standards and policies among implementing partners.
  • Liaise with all relevant sectors within UNHCR (programme, protection, community services) on issues relating to public health.
  • Promote community participation and AGDM principles in all aspects of the programme.
  • Ensure that the provisions contained in the various Memoranda of Understanding between UNHCR/UNFPA and other organisations are applied as appropriate.

    Reporting

  • Assist in preparing regular reports in standard UNHCR format to be shared within UNHCR,with Ministry of Health, donors and implementing/operational partners
  • Contribute to the weekly reports to be sent to the regional office on key activities and to the duty station situation report.

    Essential Minimum Qualifications and Experience
  • Relevant health qualification, Medical Doctor or Clinical Officer or similar with Masters Degree in Public Health or similar qualification.
  • At least two years experience in implementing and overseeing health programs with a non -government organisation or UN agency preferably in an emergency context.
  • Ability to work in a hardship duty station and in an insecure environment; demonstrated ability to adapt to rapidly changing circumstances and to work as part of a large team.
  • Demonstrated monitoring and evaluation skills in the health sector.
  • Excellent knowledge of English.
  • Knowledge of local language and local institutions.

    Desirable Qualifications & Competencies
  • Strong computer skills including familiarity with MS Word and Excel.
  • Excellent writing skills.
  • Experience in working with and coordinating with the UN, donors, international and national NGOs and government agencies an advantage.
