UN-Habitat Urban Finance & Economy Specialist Jobs in Kenya
Duties & Responsibilities
Diagnostic Assessment
Map institutional landscape in Dadaab‑Hagadera and Kakuma across county, national, humanitarian and community actors.
Review legal, policy, institutional and governance frameworks affecting revenue generation and service delivery.
Assess service delivery responsibilities, gaps and unfunded mandates.
Estimate scale and cost of current service needs.
Conduct literature review on local government finance, OSR and land‑based finance in refugee‑hosting contexts.
Assess existing revenue instruments, performance and potential across major revenue streams.
Analyze county assets, liabilities, revenues, expenditures, financing gaps and fiscal sustainability.
Identify cost‑saving opportunities and financing options.
Analyze landscape for external funding and financing.
Strategy & Reform Design
Develop case studies on public land use and land‑value capture.
Assess realistic revenue options (market fees, permits, transport charges, commercial land/asset revenues).
Assess digital tools, mapping tools or asset inventories to improve revenue administration.
Develop recommendations for strengthening OSR and financial position tailored for refugee‑hosting counties.
Develop OSR strategy and phased implementation roadmap for each county.
Capacity Building
Draft a Practice Knowledge Tool on Municipal Revenue Enhancement & Financing.
Stakeholder Engagement & Representation
Consult with county/municipal officials, national government, humanitarian partners and private sector.
Prepare high‑quality written outputs, presentations, technical notes and reports.
Represent Finance
& Economy team in UN‑Habitat meetings and external forums.
Provide administrative and project management support as needed.
Qualifications / Special Skills
Academic Qualification
Advanced university degree (Master’s or equivalent) in Economics, Public Policy, Public Finance, Political Science, Development Studies or related field required.
First‑level degree plus 2 additional years of experience may be accepted in lieu of advanced degree.
Work Experience
Minimum 2 years’ relevant work experience in public finance, public policy or local economic development required.
Experience in OSR or municipal finance desirable.
Prior experience in developing countries desirable.
Experience with international development agencies (e.g., UN) desirable.
