Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

UN-Habitat’s Division of External Relations, Strategy, Knowledge and Innovation Division (ERSKI) is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda in the UN system and for coordination of Emergency Programmes.

The Knowledge and Innovation Branch is located within ERSKI, and its overall role is to provide leadership and strategic guidance informed by evidenced emerging challenges and relevant trends and developments within the mandate of UN-Habitat.

The branch also promotes strategic coalitions with knowledge and research entities. UNITAC works with a variety of innovation, prototyping and applied research methodologies to develop innovative solutions that accelerate the achievement of Sustainable Development Goals (SDGs) related to cities and urbanization.

These innovative solutions will be tested and scaled through UN-Habitat's global network of country offices, local governments and other partners, including the private sector and the academia. UNITAC-Hamburg is jointly implemented with the HafenCity University (HCU) of Hamburg and the United Nations Office of Information and Communications Technology (UN-OICT).

The position is located in the United Nations Innovation Technology Accelerator for Cities, (UNITAC) within the Knowledge and Innovation Branch. The incumbent will have a dual reporting role i.e., to the Head of the Knowledge and Innovation Branch as the project structures are firmly established, and to the Programme Management Officer – Finance of the UNITAC project. The incumbent will be responsible for the following duties:

Responsibilities

Budget:

  • Acts as Certifying Officer on behalf of and in the absence of programme managers at offices outside headquarters.

  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.

  • Assists managers in the elaboration of resource requirements for budget submissions.

  • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.

  • Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

  • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.

  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.

  • Assists in the preparation of budget performance submissions.

  • Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.

    Treasury:

  • Prepares payments for final disbursement by Cashier.

  • Dispatches payment instructions and cheques to banks.

  • Creates receipts and deposits for all incoming funds.

  • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.

    General:

  • Keeps up-to-date
    on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

  • Assists with visualizations and updating information material such as web pages or brochures.

  • Performs other related duties, as assigned.

    Competencies

  • Professionalism : Knowledge of, and ability to apply financial rules, regulations and procedures. Knowledge, skills and ability to extract, interpret, analyze and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Ability to identify and resolve data discrepancies and operational problems. The ability to perform analysis, modeling and interpretation of data in support of decision-making.

  • Communication : Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

  • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

    Education

  • Completion of high school diploma or equivalent is required.

    Work Experience

  • A minimum of ten (10) years of experience in finance, budget, accounting, administrative services or related area is required.

  • The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.

  • Experience and skills in preparation of budget and performance report is required.

  • Experience in an Enterprise Resource Planning System such as Umoja Finance Module and Business Intelligence or related software is desirable.

  • Experience in budget and financial matters of the UN system or comparable international organization is desirable.

  • Experience in preparing reports, analyzing financial data using Advanced Excel and Power BI is desirable.

  • At least one (1) year or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
