Org. Setting and Reporting

  • The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

  • The Programme Review Committee (PRC) is a strategic management tool that aims at strengthening alignment, compatibility and coherence between the Strategic Plan, the biennial Programme of work and all other programmes and projects of UN-Habitat. The PRC reviews and enables validation of the overall focus and conceptual approach for portfolios of project concepts with the aim of achieving results in a coherent manner across the organization. More specifically, the PRC ensures high quality in project design at entry, including embedment of Theory of Change and Results-Based Management (RBM) principles. The ultimate goal of the PRC mechanism is to strengthen efficiency and effectiveness of programs and projects.

  • Under the direct supervision of the Chief, Strategic Planning Monitoring & Reporting Section, the incumbent will be responsible for the following duties:

    Responsibilities

    Overview:

  • Manage the whole of UN-Habitat project review mechanism; coordinate and participate in all the review structures (including the regional ones) and repository of all project-related information going from Regional Programme Review Committees, the Global Solutions Division and Management, Advisory and Compliance Service.

    Principal Functions:

    • Provide technical support to the PRC by reviewing and examining project documents at a technical level and provide overall guidance in their design

    • Ensure quality in design of programmes and projects for the achievement of results with clear objectives and indicators to measure results;

    • Promote optimal involvement of staff members and other stakeholders in the development of a PRC review mechanism that contributes significantly to “silo breaking” by creating synergetic inter/intra-Branch linkages and regional collaboration and cooperation, all of which are critical for programmatic coherence and effective programme delivery.

    SUPPORT TO THE PROGRAMME REVIEW COMMITTEE

  • Perform the functions of the Secretary to the Head, Quarter Programme Review Committee at headquarters and coordinate (is it not rather “ monitor”) the activities of all other PRCs to ensure all UN-Habitat project review and quality and approval standards procedures have been adhered to.

  • Review documents and prepare comments and briefings for the PRC;

  • Ensure linkages with regional Offices (Regional Office for Latin America and the Caribbean (ROLAC), Regional Office for Asia Pacific (ROAP), Regional Office for Africa (ROAf), Regional Office for Arab States (ROAS), External Relations, Strategy, Knowledge and Innovation (ERSKI) and liaise and support regional offices on matters and procedures related to project approval and implementation monitoring.

  • Provide training to staff on the PRC process which includes project formulation and project approval related procedures and policies and related tools such as: Theory of Change, Logical Frameworks, and - RBM to strengthen project formulation in order to support UN-Habitat offices globally to enhance the quality of projects.

  • Inform all staff through appropriate means on the activities of the PRC and approved

  • Contribute to project data reconciliation exercises within Regions and with the Project Office;

  • Brief new staff/consultants on the PRC policies, strategies and procedures;

  • Provide on-going feedback on performance and guidance on work plan implementation;

  • Coach and mentor staff for capacity development in project formulation;

    COORDINATION FUNCTIONS: ON-GOING PROJECT IMPLEMENTATION PEER REVIEWS

  • Establish and implement a comprehensive peer monitoring system for all on-going projects approved by the PRCs (HQ PRC
    and Regional PRCs) including coordinating responses to the Branches in collaboration with the Evaluation Unit

  • Assist in preparing regular monitoring reports.

  • Liaise with the UN-Habitat’s Evaluation Office on all requests related to independent evaluations of projects.

  • Coordinate the preparation of regular reports.

  • Take the lead in ensuring corporate knowledge management informs project design

    SUPPORT SERVICES TO DIVISION OF ERSKI

  • Respond to audit queries related to the PRC process and design of projects

  • Assist the division of ERSKI in identifying trends, patterns and early warning of issues related to the division portfolio, shape and relevance (including Regions);

  • Provide inputs to relevant policy and information documents;

  • Create Quarterly reports for CPR

  • Ensure effective internal and external communication on PRC related matters;

  • Respond to requests for information from UN-Habitat offices and other stakeholders

  • Undertake any other task within ERSKI as required from time-to-time.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education

  • Advanced university degree (Master's degree or equivalent) in planning, management, social sciences or related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • At least 7 years of experience in professional work of which 4 years should be related to programme planning functions are required.

  • Experience and training in monitoring, evaluation, strategic planning and results-based management is required.

  • Experience is computer skills and data management systems is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
