UN-HABITAT Land Administration Expert Jobs in Kenya

Background

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities to provide adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity.

It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development. The Land Housing and Shelter Section (LHSS) is responsible for providing professional skills and developing normative knowledge and products that support a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d) the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading initiatives.

It provides technical and policy advice approaches and methodologies for government and partners and mainstreams them throughout the programmed portfolio. It also ensures that the cross-cutting areas of safety and the social inclusion issues of human rights; gender; children, youth, and older persons; and disability are developed and mainstreamed across the Agency. Under LHSS, three global programs, Participatory Slum Upgrading Program (PSUP), General Housing and the Global Land Tool Network (GLTN) are coordinated.

The Global Land Tool Network, as facilitated by UN-Habitat, is an alliance of international, regional and national partners working together to "securing land and property rights for all" through the development of pro-poor, fit-for-purpose and gender responsive land tools and approaches within the continuum of land rights framework.

UN-Habitat and GLTN have been supporting Nepal on the implementation of national land reforms, in collaboration with the Government of Nepal and local implementing partner NGOs, including the development of a national land policy, improvement of earthquake recovery and resilience, and tenure security of affected communities using fit-for-purpose solutions under the “Support to Land Reform Initiative in Nepal’ project since 2016.

These efforts resulted in the development and adoption of the Nepal’s National Land Policy in 2019 and legislation reforms (amendment of the Land Act 1964 and the Land Rules 1964), facilitating actions towards the improvement of tenure security through the registration of land rights and issuance of land titles to households in the select municipalities, including the vulnerable.

In line with this, UN-Habitat is looking for a land administration expert to provide substantive support in the implementation of GLTN country strategies and support the development, testing and implementation of pro-poor and gender responsive land tools.

The four-year project builds on the comparative strengths of UN-Habitat and GLTN’s previous and ongoing engagements in Nepal on sustainable human settlements and identifies the strong linkage between climate change and land governance, – considering Nepal’s high vulnerability to climate change-, and is built on the premise that improved land tenure security must be taken into consideration as an important enabler of climate-change adaptation.
