    Org. Setting and Reporting

    The United Nations Human Settlements Programme (UN-Habitat) is the agency for Human Settlements.

    It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

    This post is located at the Regional Office for Africa (ROAf) at the UN-Habitat headquarters in Nairobi.

    The incumbent will report to and work closely with the Programme Management Officers and Human Settlement Officers (HSOs) in the Regional Office for Africa (ROAf).

    Under the direct supervision of the Administrative Officer for Mozambique, Sao Tome and Principe, Guinea Bissau, Equatorial Guinea, Eritrea and Disaster risk Management, Sustainability and Urban Resilience (DIMSUR) projects, the incumbent will perform the following duties:

    Responsibilities

    Project Management:

  • Provides administrative support in planning and implementation activities/processes of the programme.
  • Researches, compiles, analyses, summarizes and presents basic information/data on specific programmes/project and related topics.
  • Assists in the coordination of project planning and preparation; monitors status of project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
  • Acts as focal point for coordination of program implementation activities, involving extensive liaison with different units on follow ups, and backstop country office when need be.

    Finance and Budget:

  • Reviews project documents for completeness and compliance with relevant rules and procedures and identify inconsistencies prior to submission for final approval.
  • Reviews and prepare budget revisions, verify funds’ availability, ensures necessary approval and entry in Enterprise Resource Planning (ERP) system.
  • Compiles, summarizes and enters data on project delivery, identifies shortfalls in delivery, deviations, budget overruns, etc. and brings it to the attention of management.

    General Administration:

  • Reviews submissions of programme requests ensuring that requisite information is included, obtain necessary clearances, process and follow-up on all administrative actions related to project implementation, e.g. recruitment, travel arrangements, organisation of workshops, payments, procurement etc.
  • Prepares, maintains and updates filing systems; generates periodic and ad hoc reports, statistical tables, graphic content and other background materials to facilitate inspection and reviews.
  • Provides assistance to the country teams on reporting requirements and ensures completeness and accuracy of data submitted.
  • Maintains calendar/schedules, monitors changes and communicate relevant information to appropriate staff inside and outside the immediate work unit.
  • Performs other duties as assigned.

    Planning & Organizing:

  • Foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education
  • High school diploma or equivalent is required.
  • Supplemental training in administration, human resources management, project/programme management or related areas, is required.
  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
  • Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

    Work Experience
  • A minimum of five (5) years of progressively responsible experience in administration, human resources management, project/ programme, technical cooperation or related area is required.
  • Experience in the application of Rules and Regulations in an international/NGO operational environment is desirable.

    Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in written and oral English is required. Knowledge of another UN official language is an advantage.

    Assessment
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
