The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Through the resolution “End plastic pollution: Towards an international legally binding instrument” (UNEP/EA5/L23/REV.1), the United Nations Environment Assembly requested to convene an Intergovernmental Negotiating Committee (INC), commencing its work during second half of 2022, with the ambition of completing its work by the end of 2024.

The resolution established that the INC should develop an international legally binding instrument on plastic pollution, including in the marine environment, which could include both binding and voluntary approaches, based on a comprehensive approach that addresses the full lifecycle of plastic, taking into account among other things, the principles of the Rio Declaration on Environment and Development, as well as national circumstances and capabilities, including provisions.

This post is located within the INC Secretariat, at the Nairobi duty station.

Under the direct supervision of the Executive Secretary, and within delegated authority, the Programme Management Officer will be responsible for the following duties:

Responsibilities

• Develops, implements and evaluates assigned programmes/projects.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Provides guidance to the Executive Secretary on liaison with Member States.

• Oversees the Stakeholder Engagement strategy and its implementation.

• Oversees the registration of Member States,
observers and stakeholders for meetings and conferences of the INC Secretariat.

• Researches, analyzes and presents information gathered from diverse sources.

• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.

• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.

• Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.

• Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.

• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).

• Collects and
analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Performs other related duties as required.

    Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) environmental science, natural resource management, business administration, international relations, political science, environmental economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area is required.

  • At least three (3) years of working experience within the UN system or similar other international organisations is required.

  • Experience in dealing with member states and international negotiations is required.

  • Experience with UN system, governmental or non-governmental institutions implementing projects/programmes addressing plastic pollution is desirable.

  • Two (2) years or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
