The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This consultancy is in UNEP’s Industry and Economy Division, Energy and Climate Branch, Climate Change Mitigation Unit, and will be home based. UNEP’s Economy Division works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects in Latin America and the Caribbean.

The projects, which are in different stages of development (design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.) through-out the region. The Economy Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines.

Under the supervision of the Task Manager for Latin America and the Caribbean for GEF mitigation projects, the GEF consultation process expert is required to lead the consultation process, provide technical input and revise project design to ensure that the Chile GEF-8 project, part of the GEF net-zero nature-positive accelerator (NZNPA) integrated programme, responds to local needs while being nature positive and have BD/LD global environment benefits (GEBs).

Specific tasks and responsibilities For the Chile NZNPA GEF-8 project, and in consultation with UNEP, the lead GEF consultant, the lead national ministry and key stakeholders should undertake the following tasks:

  • Design the stakeholder engagement plan for the PPG phase of the project. This includes: Stage A o Participate in virtual meetings with the counterpart to share and discuss the scope, expectations and government, and GEF guidelines. o Deliver at least 1 draft of the stakeholder engagement plan to be review by the counterpart and improve the design if necessary. Stage B o Once reached a consensus with the counterpart, generate the final version of the stakeholder engagement plan to be implemented.

  • Implement and lead the stakeholder engagement process according with the approved plan. This includes: Stage A o Coordinate and lead virtual (or in-person if possible) meetings with the 10 key stakeholders identified with strong importance and influence for the project Stage B o Coordinate and lead virtual focus groups with key sectors, such as academia, finance, government, among others planned. Stage C o Coordinate and lead in-person meetings during the UNEP
    mission to the country to gather feedback on the project’s design and secure institutional support for the project. Stage D o Lead and implement a massive in-person workshop with the most impotant stakeholders identified to inform and validate the project's design prior to submission.

  • Lead and implement a massive in-person workshop with the whole stakeholders identified to inform and validate the project. Prepare a report of the stakeholder engagement process, including the findings, proposal of strategies to commit the key actors and recommendation for the implementation phase of the project.

  • Prepare drafts for the sections of the CEO document: baseline, barriers, institutional arrangements and coordination, risks to project implementation, gender plan, stakeholder engagement, private sector, environmental and social safeguard.

    Qualifications/special skills

  • Advanced university degree in one of the following fields is required: environmental studies, environment, energy, economics, development, architecture, engineering, international cooperation or a related discipline is required; A first level degree with additional five (5) years of qualifying experience may be accepted in lieu of an advanced university degree;

    • Minimum of five (5) years of experience in developing projects or policies related to climate change mitigation or adaptation is required;

    • Minimum of five (5) years of experience in designing and implementing stakeholder consultation processes for projects and/or public policies is required;

    • Knowledge of Chile’s institutional setting and framework, Chile’s public policies, and experience working with Chile’s institutional actors is required.

    • Experience in working with national governments of Latin America and the Caribbean is required;

    • Experience in working with or for multilateral or bilateral funding entities in the field of climate change, environment or development is required.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.
