Org. Setting and Reporting

  • The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

  • UNEP's Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law and environmental governance. The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs).

  • This position is in the Environmental Governance and Conventions Branch of the Law Division at the UNEP Headquarters in Nairobi, Kenya. Under the direct supervision of the Programme Management Officer, the incumbent will be responsible for the following duties:

    Responsibilities

    Programme Management Support:

  • Provide assistance in management of projects /programmes related to environmental governance and conventions;

  • Assist in monitoring the implementation /execution of programme/project activities; monitor and analyze specific aspects of programme/project development and implementation;

  • Review relevant documents and reports;

  • Identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.

  • Participate in survey initiatives; issue data collection tools, analyze and interpret responses, identify problems/issues and prepare preliminary recommendations;

  • Contribute to the preparation of various written reports, eg, draft background papers, analytical notes, legal instruments, sections of reports and studies, inputs to publications, etc.;

  • Participate in missions, including provision of substantive and administrative support, data collection, etc.;

  • Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).

    Administrative and Substantive Support:

  • Provide administrative and substantive support to consultative and other meetings, conferences and side events related to projects facilitating implementation of multilateral environmental agreements, to include proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.;

  • Liaise with Fund Management Officer to ensure direct payments and advance requests to executing partners and prepare project budget revisions as necessary;

  • Liaise with project partners on a day to day basis for implementation of project activities and advise Project Manager on the status of implementation;

  • Perform other related administrative duties as required, eg, operational travel programme, monitoring accounts and payments to vendors and individual contractors, etc.);

  • Provide back-up to other implemented projects in the Division as required.

    Competencies

  • Professionalism: Knowledge and understanding of concepts and approaches relevant to environmental policies and project administration, budgetary and financial procedures. Ability to apply various United Nations
    administrative rules and regulations in work situations. Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations.

    Education

  • Advanced university degree (Master's or equivalent) in international relations, environmental management, economics, public administration, project management or a related field is required. A first university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced degree.

    Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required.

  • Experience in Multilateral Environmental Agreements is required.

  • Experience in donor reporting is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

  • NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
