The Position

The Regional Adviser Gender and Human Rights post is located in the East and Southern Regional Office of UNFPA, Johannesburg. S/he is under the overall supervision of the Regional Director and direct supervision of the Deputy Regional Director.

S/he leads the Gender and Human Rights component of the Regional Programme, and provides and coordinates technical advice and support to Country Offices in the ESA region on Gender-related issues, including GBV prevention and response, FGM and gender mainstreaming.

The Regional Adviser is also a member of the Integrated Sexual Reproductive Health team and ensure mainstreaming of gender transformative and human rights approaches across all components of the regional programme

Responsibilities

Strategic Policy Advice and Positioning

  • Provide strategic policy advice, and technical leadership on gender equality and human rights, with a focus on advancing gender equality and empowerment of women and girls, and ensuring sexual and reproductive health and rights underpinned by a human rights-based, gender transformative approach across the humanitarian, development, peace contexts;

  • Ensure systematic analysis of trends, threats and risks to gender equality and human rights as part of the ICPD Agenda, SDGs, Africa Agenda 2063, UNFPA's Transformative results within the region.

  • Strategize, Influence and contribute to new and updated policies, frameworks, plans, guidance, standards, instruments and tools on gender and human rights;

  • Advise on the implementation of substantive UNFPA policies and strategies in the region, and contribute to an effective integrated technical and programming approach;

  • Provide oversight of UNFPA regional flagship programmes on gender equality and human rights including the Spotlight Initiative, the Global programme to end Child marriage, Joint Programme on FGM, Positive masculinity and men and boys engagement, as well as ensure effective integrated implementation across other joint programmes at regional and country levels;

  • Guided by human rights principles, lead the substantive elaboration and contextualization of regional strategies and actions that advance social norm change, address diversity and inclusion, and reach all population groups furthest behind;

  • Participate in technical networks and facilitate state and non-state actions, including with Parliamentarians, CSOs, Academia, Private sector, gender machinery in support of the ICPD Agenda and UNFPA Transformative results in the region;

  • Provide strategic guidance for the implementation of the regional programme, by ensuring gender responsive gender-sensitive, human rights-based programming across multi-sectoral national development plans and budgets

  • Work closely with the Regional Humanitarian Adviser to strengthen UNFPA’s role in the GBV area of responsibility within emergencies and humanitarian action in the region

  • Contribute to the development of new or updated corporate policies,, frameworks, guidance, standards, instruments and tools to ensure UNFPA is addressing region-specific gender and human rights agenda.

    Programme Support and Capacity Development

  • Provide strategic advice and guidance to regional entities and country offices on the implementation of gender and right-based policies, strategies, guidelines and tools aimed at advancing gender equality and women’s empowerment, including a focus on diversity and inclusion, LNOB approach, positive gender and social norm change;

  • Provide technical support in applying gender transformative approaches to programming, including design, implementation and monitoring of regional and country programme documents, CCAs, UNSDCF, documenting best and promising practices and strengthening evidence on effective approaches to promote gender equality and women’s empowerment, while leaving no one behind;

  • Support the regional adaptation, availability and use of Technical Guidance, manuals and tools on gender transformative and human rights based approaches, including mainstreaming gender and human rights in policies and programme, including sustainable financing, human rights reporting, etc

  • Organize and contribute toward regional and inter-country capacity development activities in gender equality and women’s empowerment, social and gender norm change, positive masculinities, and human rights for COs, national/regional counterparts;

  • Support the development of regional institutional capacities to promote gender equality and to deliver high-quality technical support in gender transformative approaches to programming as well as human rights-based programming;

  • Coach and manage relevant professional/support staff and consultants, if any,
    on gender transformative approaches and human rights-based programming and facilitate working groups and task teams.

    Evidence, Research & Knowledge Management

  • Maintain a knowledge base of regional and national policies, action plans and programmes as well as best and promising practices, high impact interventions, innovations and evaluative evidence in the areas of gender equality and human rights ;

  • Play a key role in strengthening, implementing and monitoring the regional knowledge management strategy and platform through evidence-informed gender and human rights programming, impact evaluations and documentation of promising practices, including in other thematic knowledge platforms.

  • Design, conduct and supervise operations evidence generation, research and data analysis to guide agile and responsive programming in the region, and anticipate future needs, emerging and new frontier issues on gender, human rights, diversity and inclusion, LNOB to mention a few;

  • Coordinates the reporting on Regional UN-SWAP on gender mainstreaming and supports the countries in the region for effective engagement.

    Qualifications and Experience

    Education

  • Advanced university degree or equivalent in gender development studies, anthropology, sociology, human rights, law, cultural studies, international development, or other field directly related to Gender equality, Human Rights.

    Knowledge and Experience

  • At least 10 years of increasingly responsible professional experience in the field of Gender and Human Rights, of which seven years is at the international level;

  • Knowledge and understanding of Gender transformative and human rights-based approach and reporting mechanisms is essential;

  • Experience in evidence-informed policy advocacy, negotiations and agenda-shaping to advance gender and human rights for women and youth, and development of national actions plans, systems and mechanisms to address gender and social norms change and inequalities is essential, including GBV and harmful practices, as well as social protection systems;

  • Demonstrable experience in providing technical leadership and leading capacity building initiatives in gender and human rights across humanitarian, development and peace settings;

  • Experience in working with non-state actors, including Civil Society, Academia, Private sector, networks and coalitions is essential.

  • Demonstrated ability to mobilise resources and network with bilateral and multilateral institutions, including donors;

  • Familiarity with UN systems and procedures, management and monitoring tools.

  • Strong verbal and written communications skills in English is essential and working knowledge of other relevant UN languages in the region is desirable;

  • Familiarity with management and monitoring tools, M&E and VfM is desirable;

  • Field experience is strongly desirable.

  • Ability to identify the relative merits of different policy arguments in the broad or specific thematic area, applying principles and reasoned personal view in a logical and coherent way including presentation of reasoned choice between alternative opinions and solutions;

  • Ability to conceptualize and to integrate knowledge with broader strategic, policy and operational objectives;

  • Ability to organize information using appropriate mode of presentation and style and to communicate effectively, illustrating relevance of information to the intended audience;

  • Ability to produce high quality practical advisory reports and knowledge products in English;

  • Ability to promote knowledge management and a learning environment through leadership and personal example;

  • Ability to work with and within inter-disciplinary and multicultural groups to find agreed solutions to set problems and to accept responsibility and accountability for performance on any aspect of a team task; and

  • Strong negotiating and networking skills.

    Languages

  • Fluency in English is essential; working knowledge of French and/or Portuguese is an asset.
