South Sudan is one of the most volatile and conflict-prone countries in the region. Conflict, insecurity, displacement, and climate -induced shocks combined with high unemployment and the absence of economic opportunities for the predominantly youthful population remain the primary drivers of poverty and socio-economic challenges in the country.

The COVID-19 pandemic has had a disproportionate impact on the livelihood of the local population, especially the private sector, and now more than ever, there is a need to widen opportunities for youth who account for 72% of the population, and engage them through strengthening the private sector, building entrepreneurship skills, and improving the enabling environment.

With the influx of returnees from Uganda and Sudan, the government is challenged to ensure that more South Sudanese are absorbed into the labor market.

Reintegrating South Sudan's 1.6 million internally displaced, 2.3 million refugees, and members of armed groups into the labor market is a major challenge that requires immediate interventions through the creation of micro, small and medium enterprises (MSMEs) development that will serve as avenues for youth to have jobs and income.

Thus, improving the enabling environment to encourage the establishment and sustainability of youth entrepreneurship and start-ups is required.

One of the strategic priority interventions in the UNDP Country Programme Document {2022-2024) is the Youth Enterprise Development and Capacity Building (YEDCB) project.

Funded by the African Development Bank and implemented by UNDP, the YEDCB project aims to enhance employability and job creation for young women and men aged 18-35 years in South Sudan through the strengthening of the private sector, the building of entrepreneurship skills, and institutional capacity building.

The objectives of the project are to: (i) increase the employability of youth by facilitating access to skills development, business development support, and financing; and (ii) enhance public service delivery through institutional and human capacity development.

The project seeks to ensure that youth with the potential to grow as entrepreneurs are self-employed and/or create employment for others through their sustainable businesses. The said project aims to empower youth in five targeted locations of Central Equatoria, Jonglei, Upper Nile, Lake States, and Eastern Equatoria State.

UNDP is seeking to engage a Project Coordinator to be based in the UNDP Country Office in Juba, South Sudan to coordinate and support the implementation of project activities.

Under the direct supervision of the Chief Programme Advisor and working closely with the Team Leader, STARR unit, the Project Coordinator will work in close collaboration with Project Field Coordinators, the STARR unit, country office programme colleagues and partners.

Summary of Key Functions:

  • Strategic programme/project planning, coordination and implementation;
  • Project delivery;
  • Project monitoring, reporting, and knowledge management;
  • Technical and policy support;
    Partnerships building and resource mobilization.

    Duties and Responsibilities

    1. Ensure strategic planning, coordination and implementation of the YEDCB Project focusing on achievement of the following results:

  • Lead the coordination of project activities in close collaboration with Field Coordinators;

  • Lead the preparation of annual workplans, establish priorities, timelines, targets and standards for monitoring results;

  • Coordinate various components of the project providing overall guidance and innovative solutions, constantly seeking to improve project service lifecycle;

  • Work in close collaboration with other teams in the office, as well as, other UN agencies, Government officials, multilateral and bi-lateral donors and civil society in ensuring successful project implementation;

  • Enhance capacity of staff by providing technical leadership.

    2. Support timely, efficient, and accountable project delivery focusing on the achievement of the following results:

  • Provide advice relating to the
    strategic direction of project implementation and design of project activities;

  • Manage and monitor the utilization of resources, in consultation with the Team Leader and the Chief Programme Advisor, for achieving results in line with project outputs;

  • Follow project budgets to ensure appropriate spending in accordance with donor requirements and agency policies. Keep track of spending and ensure all financial supporting documents are in place for the milestones;

  • Assist with implementation of audit requirements.

    3. Lead effective project monitoring, reporting, and knowledge management of the project focusing on the following results:

  • Prepare and conduct regular monitoring of project implementation;

  • Ensure the timely preparation and submission of regular progress and financial reports for submission to CO management, AfDB and stakeholders;

  • Support and/or conduct studies and researches and channel lessons learned and good practices in project implementation strategies and activities;

  • Regularly report on progress, best practices, lessons learned, success stories, beneficiaries’ stories and field observations.

    4. Create an enabling environment through the provision of technical and policy support in the areas/sectors the project is engaged in:

  • Provide intellectual and substantive technical support to implementing partners to ensure that progress is made towards the achievement of project objectives and on the advancement of private sector and Cooperative/MSE development, rural finance, skills development, youth and women empowerment, and areas covered under the project;

  • Provide quality policy advice services to the Government and partners and facilitate knowledge building and management;

  • Analyze the socio-economic and political situation, and trends in the country and its impact on the project and on resilience building, private sector development, rural finance, and youth and women empowerment.

    5. Foster partnership building and resource mobilization focusing on achievement of the following results:

  • Contribute to the development of the CO Partnership and Resource Mobilization (PRM) strategy, including planning tools to implement the strategy;

  • Provide substantial support and leadership in programme and project formulation, including identification of strategic programme areas of cooperation;

  • Ensure identification and promotion of joint programming and planning opportunities;

  • Identify and lead the development of new programme and project opportunities and documents (project documents, concept notes, project proposals);

  • Identify and maintain strong and credible working relations with Governments, donor partners, private sector, banks, etc.;

  • Mobilize resources to support the achievement of project outputs and outcomes;

  • Perform any other responsibilities that could be delegated to him/her by the supervisor.

    Required Skills and Experience

    Education:

  • Advanced (Master's) University Degree in Economics, Finance, Development Studies, Management, Social Sciences, or other relevant disciplines.

  • A first-level university degree (Bachelor's) in relevant field with two years of additional qualifying experience will be give due consideration.

    Experience:

  • Minimum 5 years with Master’s degree or 7 years with Bachelor’s degree of relevant experience in community engagement and development;

  • Excellent coordination skills of multi-sectorial programming;

  • Extensive knowledge of documenting social and institutional processes;

  • Experience in youth and women empowerment and recovery and resilience programming in fragile contexts;

  • Experience in areas of work related to the development of sectoral and programming policies and planning and institutional capacity building, with increasing responsibilities, preferably in areas related to MSME and cooperative development, business development services, and private sector development;

  • Experience in community engagement and development;

  • Experience in implementing youth enterprise development projects and recovery and resilience programming in fragile contexts.

    Required Language(s)

  • Excellent writing and oral communication skills in English.
