Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in South Sudan supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 and the corresponding UN Women South Sudan Strategic Note (2022-2026), defining UN Women’s strategic engagement in South Sudan, focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans, and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s economic empowerment; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as threats to peace and security.

UN Women works with a range of stakeholders in South Sudan including the government, civil society and women’s organizations, youth, UN agencies, and donors, to promote gender equality and women’s empowerment.

Currently, UN Women in partnership with the Ministry of Gender, Child and Social Welfare and the Office of the Vice President (Gender and Youth Cluster) is developing a programme that aims at promoting the social economic empowerment of women and adolescent girls in South Sudan.

The project called “South Sudan Women Economic Empowerment Project (SSWSEEP)”, will be implemented in 10 states and 2 administrative areas in South Sudan focusing on promoting women’s access to economic opportunities, protection, and access to GBV information and services and also strengthening the capacity of the Ministry of Gender, Child and Social Welfare to effectively implement its mandate of promoting Gender Equality and Women’s Empowerment.

The project has four (4) components, namely: a) Community Empowerment Support to Women and Girls, b) Establishment of the Women’s Entrepreneurial Opportunity Facility (WEOF), c) Scaling up services for Survivors of GBV and d) Institutional strengthening focusing on the Ministry OF Gender, Child and Social Welfare, Gender and Youth Cluster, and related national institutions.

Duties and Responsibilities

Under the guidance and supervision of the Project Manager, the Project Analyst will perform the following duties and responsibilities:

Provide technical support to the implementation and management of the SSWSEEP programme:

  • Provide inputs to the annual workplan and budget as required;

  • Coordinate and monitor the implementation of programme activities;

  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;

  • Review and coordinate the submission of implementing partner financial and narrative reports;

  • Effectively apply Results Based Management (RBM) principles and tools in the design and implementation, monitoring, and reporting of programmatic interventions.

  • Train partners on Results Based
    Management;
    Provide substantive inputs to project thematic reports, policy briefs, publications, and alike in on SSWSEEP; the implementation and expansion of the WEE program.

    Provide technical assistance and capacity development support to project/programme partners:

  • Provide technical support to and technically oversee the implementation of programme activities with partners;

  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.

    Provide technical inputs to the monitoring and reporting of SSWSEEP the project:

  • Monitor progress on programme activity, results and indicators;

  • Monitor the implementation of proposals by responsible partners;

  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

    Provide technical inputs to the management of people and finances of SSWSEEP project:

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;

  • Provide inputs to financial reports;

  • Oversee the work of Programme Associates and Assistants as needed.

    Contribute to building partnerships and resource mobilization strategies:

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;

  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

  • Provide technical inputs to inter-agency coordination on [SSWEEP to achieve coherence and alignment of UN Women programmes with other partners in South Sudan:

    Provide technical support to on inter-agency coordination-related activities by providing Provide inputs to advocacy, knowledge building and communication efforts:

  • Provide technical inputs to background documents, briefs and presentations related to SSWEEP;

  • Coordinate and support the organization of advocacy activities and campaigns events, training, workshops and knowledge products; Provide inputs to the development.

  • Perform other relevant duties as required.

    Functional Competencies:

  • Timely and quality programme design and inputs to Strategic Note;

  • Timely and quality of programme delivery in line with budget and workplans, and in line with all UN Women operational rules and regulations, including security;

  • Timely and quality monitoring and evaluation of programmes;

  • Relations with partners and stakeholders;

  • Quality reports and timely submission;

  • Regular communication with other agencies and partners;

  • Quality of advocacy and communication initiatives.

    Required Skills and Experience

    Education and certification:

  • University degree (minimum Bachelor) in Social Sciences, Economics, Gender Studies, or related subject

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Experience:

  • At least 4 years of relevant professional experience in project/program management and implementation.

  • Demonstrated experience in the area of gender equality and women’s empowerment.

  • Proven experience working in the areas of women’s economic empowerment and/or policy and advocacy.

    Language Requirements:

  • Fluency in English
