UNDP will contribute to “Component 2: Scaling up of integrated approaches”, through a ''greening the value chain'' approach, which will foster sustainable and resilient food value chains at large. UNDP’s efforts within the GEF IAP-FS Regional Hub Child Project will be led by UNDP AFSH Private Sector Unit. UNDP partners with AGRA for the implementation of the component.

Within its efforts to enhance regional institutional capacities, UNDP has endeavored and engaged the Global Environment Facility (GEF) to make food value chains more environmentally sustainable and resilient in Sub-Saharan Africa. This includes a study on the topic, in collaboration with the Global Environment Facility (GEF), in the context of the GEF’s Food Security Integrated Approach Pilot (IAP-FS) program in partnership with the International Fund for Agricultural Development (IFAD) and the Alliance for a Green Revolution in Africa (AGRA).

The IAP-FS project is funded by the GEF from 2018 to 2022 (5 years) and seeks to tackle major drivers of environmental degradation by advancing a holistic and integrated approach to enhancing agricultural productivity in smallholder systems where food insecurity is directly tied to agriculture.

The project is extended to end by June 2023. Through the IAP-FS project, the GEF is seeking to promote the sustainable and resilient management of natural capital - land, soil, water, vegetation, and genetic resources using a value chain approach - as a priority in food security transformation of smallholder agriculture in Sub-Saharan Africa countries. As part of the UNDP’s project implementation team a Programme Management Analyst is sought for.

The Programme Management Analyst will support the implementation of the project’s Component 2 and thereby work closely with UNDP RSCA’s IGSD and GEF Cluster as well as with AGRA until June 2023. The Analyst will be a member of the UNDP AFSH and form part of the GEF IAP-FS Regional Hub Child Project Programme Coordination Unit (PCU).

Duties and Responsibilities

Project Budget Management:

  • Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations;

  • Application of UNDP project results-based management concept;

  • Continuous review and analysis the budget implementation and management of the project budget in Atlas;

  • Initiation and implementation of budget revisions;

  • Review and Analysis of the project budget implementation;

  • Preparation of periodic project delivery reports (monthly, quarterly, annual, on demand);

  • Advisory support to project staff on project management matters.

    Project Financial Management and Reporting:

  • Full compliance with UNDP policies in cash management policies and procedures;

  • Timely review of cash position to ensure sufficient funds for disbursements;

  • Review and analysis of the project accounts (vouchers, GL JEs, payroll transactions, etc.);

  • Advisory support to project staff on accounts/cash management matters;

  • Preparation of various reports for audit reviews;

  • Review and implementation of audit recommendations.

    Grants Management:

  • Plan, organize and design the Grant Management plan;

  • Prepare grant awards requests in line with UNDP’s rules and regulations;

  • Plan and organize the selection of the awardees as per UNDP’s grant rules and procedures;

  • Support grantees with ensuring that reporting requirements are adhered to;

  • Review grant budgets;

  • Undertake field monitoring

    Contribution to effective project administration and Closing Out:

  • Coordination and implementation of project filing system;

  • Monitoring and recommendations of the project work and paper flows;

  • Support the project closure as per UNDP rules and procedures;

  • Perform other duties as required.

    Required Skills and Experience

    Education:

  • Master’s Degree in project management, finance, business, economics, development studies or related field is require.

  • Bachelor's degree in a relevant field in combination with two additional years of qualifying experience will be given due consideration in lieu of a Master’s degree.

    Experience:

  • Minimum 2 years of relevant experience in Project Management including monitoring and reporting;
    Familiarity with Private Sector and Market Development particularly agricultural value chain approach;

  • Familiarity with environmental sustainability and resilience issues in agriculture value chains;

  • Project management, finance and budgeting and reporting skills;

  • Analytical aptitude, communication, and presentation skills;

  • Networking ability;

  • Administrative skills;

  • Organizational Skills;

  • Collaborative skills;

  • Time management skills;

  • Problem-solving skills;

    Language

  • Proficiency in English is required. Working knowledge of French is an asset.
