Ethiopia aspires to become a climate neutral country by 2030 and committed to transforming its economy while achieving a Climate Resilient and Green Economy (CRGE) vision. Ethiopia updated it NDC in 2021 and plans to reduce national emissions by 68.8% by 2030 and the forestry sector is expected to account for 85% of the mitigation potential of the country.

The country plans to increase its forest cover to 30% by 2030 by conserving 19.2 million hectares of native forests and reforestation of 8 million hectares of new forests.

The implementation of these ambitious goals requires meaningful and sustained support from the international community. Ethiopia shows ample opportunities of improving the technical and material capacities of the forestry sector at all levels and contributes to the country’s economy consistent with 10-Year Development Plan (10-YDP) envisioned to be implemented from 2020/21 to 2029/30.

To this end, Ethiopian Forestry Development (EFD) was established with Council of Ministers Regulation No. 505/2022 and has given high priority to transform the forest sector by mobilizing additional resources for sustainable forest development and achieving the targets set in various plans and strategies.

The Forest Sector Transformation Unit (FSTU) works to drive forestry transformation through innovation, the provision of hands-on implementation support and evidence-based policy advice.

Reporting to the Forest Sector Transformation Unit (FSTU) Director, the position holder will focus on planning annual and quarterly program activities, monitoring the progress of program implementation, develop grant proposals and prepare delivery reports as required by EFD and development partners.

Duties and Responsibilities

Planning:

  • Collect, compile, and analyze pertinent information from internal and external sources for planning;

  • Lead planning exercises;

  • Plan and organize planning, monitoring and progress review sessions;

  • Proposes valid revisions on plans to make necessary adjustments triggered by unforeseen
    circumstances and changes;

  • Support the design, development and writing of concept notes and proposals.

    Monitoring:

  • Ensure that all program activities are monitored in a coordinated, collaborative, and integrated
    manner;

  • Work closely with the program team and other directorates of EFD to collect, analyze, compile,
    and use data/information to improve program management, review and redesign as found
    necessary;

  • Gathers and compiles performance data for progress review against plan and commitments;

  • Build strong relationships with colleagues and provide support to ensure the planning,
    monitoring, and reporting system is understood and supported at EFD and field level;

  • Provide technical and methodological support to ensure the implementation of
    monitoring
    activities and information/data management;

  • Closely work with the program team to develop a baseline data for programs;

  • Ensure high quality data collection using key indicator tracking tools.

    Reporting:

  • Serve as the reporting focal point for program/s;

  • Produce accurate, quality, and timely monthly, quarterly, and annual progress reports;

  • Closely work with the finance team to ensure narrative reports are complete with financial
    information;

  • Keep up to date with reporting requirements, guidelines and resources and ensure they are
    understood by all filed staff and partners;

  • Serve as the custodian of approved program plan and budget;

  • Lead the preparation of information, educational and communications materials and policy briefs using data gathered from program monitoring, assessments, and studies;

  • Maintain and update the program database;

  • Provide support in developing and maintaining a functional knowledge management system;

  • Perform other related duties and responsibilities as directed by the FSTU director.

    Capacity Building:

  • Provide periodic trainings for the federal and regional experts on Planning, Monitoring and Reporting;

  • Develop monitoring guidelines, tools, and checklists to put in place standardized and strong monitoring system for program quality assurance.

    Verification:

  • Conduct field visits on project sites to verify the implementation of the designed monitoring and evaluation systems;

  • Update the guidelines, tools, and checklists based on the field verifications.

    Institutional Arrangements

  • The Planning, Monitoring and Reporting Manager will be answerable to the Director of FSTU and the National Climate Change Specialist at UNDP CO.

    Requirements:

    Education

  • Advanced university degree (Master’s degree/BA degree or equivalent) in social science, Economics, Development planning, international relations, or related field.

    Experience

  • 7 years for masters and 9 years for bachelor’s degree. In practical experience in project management, planning, reporting, monitoring, capacity building, and verification of project.

    Required Skills

  • Excellent written communication skills including report writing and editing;

  • Good organizational skills and ability to deliver under pressure and tight deadlines;

  • Computer literacy with advanced skills in MS Excel and data bases;

  • Knowledge of qualitative and quantitative methods;

  • Proactive and ability to tackle challenges constructively finding creative ways forward;

  • Excellent interpersonal skills;

  • Graphic design and data visualization skills will be an asset.

    Language

  • Fluency in written and spoken English is required.
