Under the guidance and direct supervision of Resident Representative or his/her designate, the Partnerships and Resource Mobilization Specialist will be responsible for enhancing UNDP partnerships, mobilizing resources for UNDP programme efforts, and supporting UNDP’s Partnerships and Donor Relations Teams.

The Partnerships and Resource Mobilization Specialist supports UNDP senior management teams (SMT) in developing/nurturing strategic partnerships and leveraging resources to achieve results for the South Sudan programme portfolio.

Duties & Responsibilities

Under the guidance and direct supervision of Resident Representative or his/her designate, the Partnerships and Resource Mobilization Specialist will be responsible for enhancing UNDP partnerships, mobilizing resources for UNDP programme efforts, and supporting UNDP’s Partnerships and Donor Relations Teams.

The Partnerships and Resource Mobilization Specialist supports UNDP senior management teams (SMT) in developing/nurturing strategic partnerships and leveraging resources to achieve results for the South Sudan programme portfolio.

Enhance UNDP partnerships, focusing on achievement of the following results:

  • Enhanced UNDP partnerships in the four areas of strategic collaboration:

    1. Joint Analysis 2. Joint Programming 3. Joint Advocacy and Resource Mobilization 4. Joint Innovation.

  • Development of a monitoring system to regularly monitor progress on the four areas of strategic collaboration.

  • Organization of advocacy events (i.e. donor visits to showcase successful UNDP collaboration on ground, advocacy visits to potential donor countries, and in-country donor meetings) to jointly advocate needs of humanitarian, development and peacebuilding support to South Sudan.

  • Identification and formulation of lessons learned and recommendations from the past and ongoing UNDP collaboration.

  • Preparation of comprehensive, analytical and substantive briefs, reports, statistics and other communications material around the four areas of strategic collaboration.

  • Proactive sharing of the lessons learned and recommendations with UNDP country, regional offices and HQs.

  • Organization and conduct of trainings around the four areas of strategic collaboration for UNDP South Sudan Office.

    Mobilize resources for UNDP Programme efforts, focusing on achievement of the following results:

  • Resource mobilization to fill financial gap of UNDP’s programme on Strengthening Resilience of conflict-affected communities in South Sudan, through durable multi-sectorial solutions for Sustainable Recovery, Return and Reintegration (JPRRRR).

  • Analysis for assessing opportunities for resource mobilization.

  • Updated funding opportunities on partner-specific intelligence and the competitive landscape; identification where the joint programme competency strengths overlap with partner/client needs.

  • Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’s added value and potential role).

  • Development of specific donor fund-raising strategies and approaches.

  • Development of quality joint programme proposals, concept notes, and pitching documents to bilateral, IFIs (World Bank, AfDB), private partners, UN pooled funds (PBF, Joint SDG Fund, UN PRPD, etc), vertical funds (GEF, GCF, Global Fund, Spotlight Initiative, HSF, etc) and country based pooled funds (RSRTF).

  • Implementation of office strategy for partnering with UN Agencies around UNDAF, SDG and other joint programming for implementation of UN Reform.

    Provide support to UNDP and ProgrammeTeam, focusing on achievement of the following results:

  • Updated Partnerships and Resource Mobilization Strategy and development of annual workplan.
  • Updated Partnerships and Communications Action Plan.

  • Development/update of visibility plans.
  • Updated partner-specific intelligence (i.e. briefs and priority area matrix);

  • Identification of emerging sources of funding; assessment of their current usage and potential for the future.

  • Stronger partnership with bilateral, IFIs, private
    sector partners.

  • Development of pitching documents, concept notes, and project proposals.

  • Drafting and revision of agreements with donors. Monitoring of overall implementation of agreements.

  • Quality assurance of donor progress reports.

  • Preparation of comprehensive, analytical and substantive briefs, reports, statistics and other communications material in support of fundraising efforts.

  • Carry out any other tasks as requested by the Team Leaders and Deputy Representatives (Programme) of UNDP.

    Qualifications

    Education

  • Master’s degree or equivalent in international development, project/programme management, communications, social sciences, marketing, public relations, business administration and management or related field.

  • A Bachelor’s degree in combination with 2 additional years of experience may be accepted in lieu of the Master’s degree.

    Experience, Knowledge, and Skills

  • Minimum 5 years (Master’s degree) or 7 years (Bachelors Degree) of progressively responsible experience in private sector or public sector fundraising, donor outreach and management, or partnerships administration, preferably with some at the international level.

  • Experience developing project proposals, concept notes and pitching documents.

  • Experience designing and implementing resource mobilization plans and partnership strategies.

  • Understanding of post conflict recovery and development programme will be an asset.

  • Strong team player with excellent planning/organizing and networking/relating skills.

  • Experience in Africa and/or good knowledge of African private sector.

  • Highest-level communication skills, including engaging and informative formal public speaking and writing.

  • Able to work effectively in a multi-cultural environment

    Language requirements:

  • Proficiency in oral and written English language.

  • A second UN language will be an asset.
