The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals.

As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.

Duties and Responsibilities

Within limits of delegated authority, the incumbent will be responsible for the following duties:

Support Implementation of the Un Business Operations Strategy (Bos) 2.0 in Ghana:

  • Support operationalization of the BOS 2.0, including its monitoring, assessment of achievements and client satisfaction levels, annual review and reporting.

  • Support establishment of Local Shared Services Center which will provide dependent services to the UN entities in Ghana.

  • Provide substantive support in coordinating UN Common Premises stocktaking, planning, implementation, and reporting across the country.

  • Liaise with the UN Development Coordination Office and UN agencies in the country on relevant guidelines and processes.

  • Support implementation of various ICSC Surveys (DSA, Place to Place, Local and Hardship classification).

    Coordinate and Support Un Interagency Processes and Tasks Related to Common Business Operations:

  • Serve as the Secretariat of relevant interagency groups and mechanisms, such as the UN Operations Management Team.

  • Provide expertise and overall technical support to the Head of RCO on common business operations and operational issues.

  • Lead and/or support interagency task teams in completion of selected tasks.

  • Work with the RCO TL and OMT Chair to integrate business operations into key programmatic areas that impinge on global priorities – for example in the areas of Climate Change, Greening the Blue, data and M&E, and the Prevention agenda as well as Preparedness for emergencies.

    Coordinate the Effective Planning, Management and Expenditure Tracking of Financial Resources:

  • Under the guidance and direction of the OMT, develop and submit workplan for the common services in the OMT workplans.

  • Provide professional expertise and support to the OMT on management of financial resources for common services.

  • Management and monitoring of common services budget implementation as well as identifying areas, where services can be improved and/or cost reduced.

  • Preparation, dissemination and support to implementation of opportunities for collaboration to improve efficiency and effectiveness of common services.

  • Support administration of cross-UN activities at UNCT and OMT level such as the UNCT and OMT Retreats

  • Support audits, and review and take corrective action on audit findings, as appropriate.

  • Contribute to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables
    and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

  • Document requirements and background information used for data analysis.

    Support Omt in Advancing Inclusion Agenda:

  • In close cooperation with the RCO’s gender, human rights and disability inclusion focal point, support integration of the Agenda 2030’s leave no one behind principle, including disability inclusion and gender equality, into the UN’s operations.

    Suppport Omt in Knowledge Management:

  • Undertake relevant outreach activities and conduct briefings with UN staff members on relevant issues.

  • Keep abreast of latest innovations and developments related to the UN’s efficiency reform

  • Identify good practices and lessons learned in the implementation of the UN’s efficiency reform at the country level.

    Institutional Arrangement

    The position is located in the UN Resident Coordinator's Office in Accra, Ghana. The OMT and Common Services Associate reports to the Head of Office, RCO with matrix reporting to OMT Chair. The management of the position is done in close coordination with UNDP.

    The OMT and Common Services Associate works in close collaboration with the members of the OMT and provides direct support to the OMT Secretariat for effective planning, development, coordination and implementation UN Efficiency Reforms led by UNCT Ghana (Business Operations Strategy, Local Shared Service Center, Common Premises ).

    The management of the position is done in close coordination with UNDP. The position is also responsible for planning and management of the inter-agencies common services resources.

    Required Skills and Experience

    Education:

  • A high school degree with additional 6 years of relevant experience will be given due consideration in lieu of Bachelor's degree in business or accounting

  • Certification in Finance, Accounting, data analytics, business analytics or data science programs is an advantage.

    Experience:

  • Minimum 6 years for candidate with high school degree or minimum 2 year for candidate with bachelor degree preferably in the UN Common
    or other similar international organisations/NGOs is required system or other programme support service would be preferrable. Experience in handling administrative, finance, admin and general operations in the development project.

  • Previous working experience in coordinating processes involving different stakeholders is desirable.

  • Solid experience in the administrative and finance reporting, particularly in relation to any required administrative supporting documents for implementation of projects‘ activities.

  • Experience in handling of web-based management systems.

    Required Skills

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
    A minimum of one year or more of working experience in data analytics or related area is desirable.

    Desired Skills in Addition to the Competencies Covered in the Competencies Section

  • Advanced knowledge of MS software packages (Excel, MS Word, Power Point etc.).
