UNDP National Consultant to Design an Illustrative Manual, Communication Strategy and Develop Guidelines For Use By Teachers and Pupils of Primary Schools in Eastern Uganda


Objective of Assignment

  • The overall objective of the consultancy is to develop an illustrative manual that will be used by both pupils and teachers to guide the setting up and management of school gardens and clubs using integrated CSA practices and technologies.

    Specific Objectives:

  • To develop an illustrative manual for pupils and teachers to guide establishment and management of school gardens;

  • To develop a communication strategy to guide creation of awareness and dissemination of knowledge on CSA technologies, practices and approaches in schools;

  • To develop guidelines for the formation and management of CSA clubs in schools, Including guidance on how activities of the clubs shall contribute to adoption of CSA practices and technologies.

    Duties and Responsibilities

  • The consultant will work in close coordination with the Project Management Unit team to carry out the following tasks that will lead to delivery of the illustrative manual and the communication strategy:

  • Identify and engage the target audiences (i.e.: selected schools, pupils, school teachers, school management boards, , parents, District Education Officers and Inspectors of schools, music dance and drama groups, extension workers, local leaders, Community Based Organizations (CBOs), communication and media agencies, government institutions and
  • Ministry of Education and Sports, etc.);

  • Identify the communication objectives for each of the targeted audiences (carry out stakeholder mapping) at the schools and district levels;

  • Assess the communication capacities of all stakeholders;

  • Identify the communication products and activities designed for each audience, using the CSA project work-plan and building on existing communication material where possible, for each target audience;

  • Specify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders;

  • Identify deliverable outcomes, indicators and tools for the effective implementation of the communication strategy;

  • Develop key messages for reproduction in presentations and speeches by the school management boards and committees and the project Supervisory Board;

  • Develop indicators to monitor and evaluate communications tools and activities, in order to measure the impact on achieving the overall objectives.

    Deliverables

  • An Inception Report detailing the Consultant’s understanding of the assignment, the methodology for implementing the consultancy – 2 working days;

  • A user-friendly and gender responsive illustrative manual on climate smart agriculture practices, with specific sections for teachers and specific sections for pupils of primary schools – 5 working days;

  • A communication strategy to promote CSA practices and approaches in Ugandan schools, with clear objectives, a viable plan of actions/interventions, practical implementation mechanisms, and a simple monitoring and evaluation framework – 3 working days;

  • Guidelines for the formation and management of CSA clubs in schools – 2 working days;
    Guidelines for establishment and management of school gardens – 3 working days.
    Competencies

    Functional competencies:

  • Ability to present complex issues in a simple and clear manner;

  • Analytic capacity and demonstrated ability to process, analyse and synthesize complex, technical information from different disciplines;

  • Ability to draft concise and informative documentation in English for a wide range of users;

  • Ability to analyse complex information and to draw out the key points and issues and to present them in a way that can be easily understood;

    Corporate Competencies

  • Demonstrates integrity by modelling the UN’s values and ethical standards;

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

  • Treats all people fairly without favouritism.

    Required Skills and Experience

    Education

  • The candidate should have Minimum of a Master’s degree in communications, journalism, public relations, media, or related fields.

    Experiences Required:

  • Knowledgeable and skilled in designing and planning communication interventions related to Climate Smart Agriculture;

  • Substantial experience in developing communication strategies and producing information products for children and adults;

  • Familiarity with principles of and good practices in applied communication to children;

  • Substantial knowledge management skills and tools;

  • Demonstrated ability to produce high quality, creative communications materials and proven track record of previous communication achievements;

  • A good understanding of Principles and Practices of Climate Smart Agriculture;

  • Familiarity with UNDP methods or the UN system in general will be an added advantage.

    Language Requirement

  • The language of the assignment shall be English. All deliverables shall be in English language. Therefore, excellent English communication skills (Oral, written, and presentation) are essential.
