Background

United Nations Entity for Gender Equality and Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s Women Peace and Security program in South Sudan supports international frameworks on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development, and UNSCR 1325.

The UN Women South Sudan Country Office supports the government to fulfill its objectives such as those related to UNSCR 1325, and the Committee on the Elimination of Discrimination against Women (CEDAW).

The Country Office provides intellectual and strategic leadership on normative support and the delivery of integrated policy and program advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management and cutting-edge technical expertise to support UN Women programs and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

UN Women works closely with government institutions such as South Sudan’s Women Parliamentarians’ Caucus (WPC) in support of WPS priorities. The WPC was established in 2006 during the first Transitional Legislative Assembly. It was launched to unite women around goals that transcend their political differences.

In 2011, the Caucus became the Transitional National Legislature and brought together women leaders from different political parties to influence policies on gender equality, and human rights, and overall support the country’s transition.

The stated vision, mission, and objective of the WPC are as follows:

Vision:

A vibrant, united, credible, impartial and committed women parliamentarians’ caucus working together beyond their political party circle to ensure gender equality for sustainable peace and development in the Republic of South Sudan.

Mission:

Towards all-inclusive gender equality through advocacy, formulation, the promulgation of gender mainstreaming and sensitive policies and laws for equal distribution of resources and representation of women to enhance their quality of life in accordance with fair representation, empowerment, support of political space and networking.

Overall Objective:

To influence the process of law-making strengthening women capacity, and inclusion, raising awareness on gender issues and solidarity among women as well as their visibility and unifying the voices for sustainable peace, reconciliation and healing.

Duties and Responsibilities

The WPC is concluding their 2018-2022 strategic plan and preparing for the development of a strategic plan for the years 2023-2027. An assessment will be conducted to evaluate the implementation of the strategic plan ending currently. The findings from the evaluation will help the development of the 2023-2027 strategic plan.

The upcoming strategic plan will address several critical issues such as South Sudan’s political transition and the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), constitution-making and elections.

Part of the WPC’s focus is raising women’s awareness and mobilizing them to take part in critical political processes such as constitution-making and elections.

Consultants are needed to assist in the assessment of the 2018-2022 strategic plan and for the development of the upcoming strategic plan.

Summary of Key Functions:

  • Assess WPC’s current strategic plan, conducting the assessment
    throughout South Sudan’s 10 states.

  • Provide support to strategic planning for programme and operations functions of the CO;

  • Evaluate strategic plan compliance, gender-sensitivity and efficacy, implementation effectiveness and shortcomings or gaps;

  • Prepare report on findings from the Strategic Plan assessment and provide recommendations in support of the development of the new Strategic Plan. Include a synthesis of best practices and lessons learned;

  • Provide recommendations for capacity-building activities to enhance WPC’s ability to carry out their priorities and address pressing issues for South Sudanese women;

  • In collaboration with WPC and under the guidance of the UN Women supervisor, help facilitate strategic planning sessions for the upcoming plan in the capital and the 10 states;

  • Support the writing and complete development of the WPC Strategic plan;

  • Contribute to the design and WPC strategies for coordination of partnerships with various political actors, UN Agencies, bilateral and multilateral government institutions, private sector, civil society organizations and other stakeholders.

    Deliverables:

  • 30% upon submission of assessment of the 2018-2022 WPC Strategic Plan in collaboration with international consultant;

  • 70% upon submission of the final validation report on the WPC Strategic Plan for 2023-2027 in collaboration with international consultant.

  • Ability to translate and present complicated information into readily understood data and concepts.

    Development and Operational Effectiveness

  • Ability to lead strategic planning and reporting;

  • Ability to lead mapping of implementation strategies;

  • Ability to effectively communicate and interact with government leaders, civil society actors, and policy professionals.

    Required Skills and Experience

    Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Experience:

  • At least 5 years of experience working at local, state and national levels on governance with assessment, strategic planning, gender policy, conflict analysis, and workshop facilitation skills.

  • Strong knowledge of gender equality frameworks, and knowledge of the South Sudan political context;

  • Technical experience in overarching gender issues such as GBV, Gender and Governance, with demonstrated experience coordinating with governments and civil society;

  • Strong writer with experience writing reports, policy briefs and proposals;

  • Working experience in South Sudan, particularly with the government is an asset.

    Language Requirements:

  • Fluency in English is required;

  • Knowledge of Arabic would be an asset.
