  • The consultant will receive guidance from the project coordination group, led by Office of the Prime Minister (OPM) and UNDP.

  • The UNDP and OPM will provide existing background information and will facilitate access to key informants, focal points and decision-makers of all different ministries, development and humanitarian partners involved in the assessment, relief operation and recovery process.Despite the enormous impacts of disasters, the evidence base of their economic impacts is scarce.

  • The project, therefore, planned to hire consultant to support OPM/NECOC to collect and consolidate the multi-sectoral impacts (affected people, livelihoods, elements used by people) of the hazards and identify recovery needs to inform dialogue among public-private for economic recovery and also policy options to build resilience”.

  • This task is also aimed at assessing recovery needs based on disaster effects and impacts, propose priority recovery interventions and recovery framework (including governance, financing, implementation approach, monitoring and evaluation recovery needs and the action plan.

  • This activity will be informed mainly by the rapid assessment data collected by different agencies and Ministries, Uganda Red Cross Society, NGOs and the United Nations agencies.

    Duties and Responsibilities

    Duties

  • Assess economic impact of the various disasters the country has recently experienced and design recommendations on policy options for resilience building and areas of public-private partnership options;

  • Identify, analyze, and systematize lessons learned and best practices of post-disaster recovery management worldwide and especially for countries with similar development conditions to inform national comprehensive recovery plan;

  • Assess capacities of national and district level partners for recovery management and implementation to ensure that medium and long-term recovery actions and management frameworks are oriented towards strengthening capacities and addressing the capacity gaps identified;

  • Advise on best approaches to ensure continuity between humanitarian and development and risk-informed recovery process which is guided by build-back-better principles;

  • Propose a recovery plan and framework that adheres to human-rights based approaches; and follows an inclusive and participatory approach aligned with the principle of leave-no-one-behind (LNOB);

  • Propose strategies/actions that will ensure that implementation of the recovery plan reduces inequalities and prevent future risk and mitigate pre-existing vulnerabilities and risks;

  • Propose recovery actions that are aligned with the National Disaster Risk Reduction Strategy and other relevant national, sub-regional and international agreed instruments in the field of disaster risk reduction and post-disaster recovery.

    Responsibilities

  • Conduct consultations with stakeholders and partners’ (including with national and local governments, representatives from affected communities, civil society agencies and private sector partners) to assess economic and social impacts of disasters and confirm recovery needs based on disaster damage and rapid needs assessments and to gather inputs for drafting the recovery plan and post-disaster recovery framework;

  • Conduct desk reviews, consult assessment reports conducted by OPM and other agencies and generate economic impacts of disasters as evidence base for advocacy and policy options and trigger public-private dialogues on resilience building

  • Facilitate (virtually) multi-sectoral and multi-stakeholder consultation1 on the draft recovery plan and framework to validate priorities identified confirm feasibility, efficiency, acceptability and sustainability of the approaches proposed for recovery financing, management, monitoring and evaluation;

  • Identify concrete actions for medium-term and long-term recovery and assess overall cost, resources requirements, implementation approaches,
    and partnerships required and potential sources of financing sources for the implementation of the actions identified;

  • Propose recovery management arrangements, institutional, mechanisms and tools relevant and appropriate in the national context to ensure national and district ownership; and community participation in the recovery process and strengthen accountability of implementing partners and government authorities.

    Expected Outputs and Deliverables

  • Inception Note: work-plan, methodological approach, assessment tools and calendar (timelines) for this consultancy service are developed (deliverable 1);

  • Draft (deliverable 2) and final (deliverable 3) comprehensive report on economic impacts of multi-disasters with concreate recommendation on policy options for resilience building and areas of public-private partnership;

  • Draft (deliverable 4) and final (deliverable 5) comprehensive post-disaster recovery framework with short, medium and long-term reconstruction, rehabilitation and recovery actions with 1) clear outcomes, strategic priorities, key actions and detailed activities and 2) detail on implementation institutional management arrangements, financing mechanisms as well as costs, partnerships and potential sources of funding.

  • Good understanding of the role of governments, private sectors, and international organizations in supporting post disaster recovery is required.

    Functional Competencies

  • Communicates effectively both verbally as well in writing to a varied and broad audience in a simple and concise manner;

  • Has demonstrable knowledge of disaster economic impacts assessments and early recovery planning and recovery management framework concepts and practice.

    Required Skills and Experience

    Education

  • Minimum Master’s degree in areas of disaster risk management, climate change adaptation, public administration, development economics, social sciences, or other related fields.

  • Qualifications in GIS and remote sensing is an added advantage.

    Experience

  • Sound understanding of post-disaster economic impact assessments and recovery processes, build-back-better and risk-informed development concepts, and their application;

  • Demonstrated experience in assessing recovery needs and formulating recovery strategies or plans and post-disaster recovery framework;

  • At least 7 years of professional experience on economic impact assessments and post-disaster recovery issues, concepts, and practices;

  • At least 4 years’ experience in policy advise and relevant experience in developing policy or program proposals and/or conducting evaluations programs;

  • Strong experience in leading and coordinating discussions and consultations with a range of stakeholders, both national governments, multi-lateral, and bilateral agencies;

  • Previous work experience with UN, International Organizations, and familiarity with processes of tripartite partnerships is an added advantage;

  • Experience in humanitarian response and development recovery operations is desirable.

    Language requirements

  • Fluency in written and spoken English is essential Institutional Arrangement.
