UNDP Maritime Security Governance Officer - International Maritime Organization Jobs in Kenya


  • Working with the senior maritime security expert, and under the supervision of the Project Manager, Djibouti Code of Conduct and overall supervision of the Head, Maritime Security Section, Sub-Division for Maritime Security and Facilitation, the incumbent will carry out a variety of duties to support Kenya in their development of a National Maritime Security Committee structure and a National Maritime Security Strategy.

    Duties and Responsibilities

  • Working with the senior maritime security expert, and under the supervision of the Project Manager, Djibouti Code of Conduct, and overall supervision of the Head, Maritime Security Section, Sub-Division for Maritime Security and Facilitation, the incumbent will:

  • Act as IMO Focal Point for day-to-day liaison with Kenyan Government Ministries and Agencies, industry and academia for the Kenya National Maritime Security Committee and National Maritime Security Strategy projects.

  • Manage the local administrative arrangements for IMO activities related to the development of the Kenya National Maritime Security Committee and Strategy, including meetings, seminars, workshops and VTCs/webinars, ensuring these are efficiently handled and any administrative issues are quickly resolved with minimal supervision.

  • Working with the IMO senior maritime security expert, develop expertise in National Maritime Security Committee and Strategy development and assume the role of IMO expert in these areas for Kenya.

  • Assist the Kenyan Authorities as they establish a new National Maritime Security Committee and any sub-committees, including (but not limited to): assisting with drafting Terms of Reference for the Committee and its sub-committees, developing templates for agendas and meeting papers; and providing advice and guidance to the Kenyan Authorities to assist with the efficient establishment and ongoing administration of the committee and any sub-committees.

  • Assist the Kenyan Authorities in developing the National Maritime Security Committee to act as the steering committee for the National Maritime Security Strategy project and one of its sub-committees to act as the Strategy Development Team.

  • Research and collate information on the Kenyan maritime domain, maritime security framework, existing and planned maritime security activities working closely with Kenyan Government Ministries and Agencies, industry and academia as necessary.

  • Conduct informal information gathering interviews with senior Kenyan government officials, industry representatives and academics either independently or with other IMO officials and/or the Kenyan Strategy Development Team.

  • Draft key contributions for the Kenya National Maritime Security Strategy to a high standard, ensuring that these contributions accurately reflect the risks to Kenyan maritime security interests, explain the existing Kenyan approach and maritime security policies and effectively capture and outline future Kenyan maritime security objectives.

  • Provide editorial support to the
    Kenyan Strategy Development Team, assisting with the editing of contributions from Kenyan Ministries and Agencies, industry and academia, identifying gaps where drafting contributions are required, and commissioning drafting contributions from others as necessary.

  • Raise any issues that could impact on project delivery with the Project Manager (Djibouti Code of Conduct) in a timely manner, and make recommendations as to how these issues could be addressed.

  • Represent the IMO as a member of the Kenyan Strategy Development Team, proactively providing expert input into discussions and helping to keep the project on track for delivery.

  • Represent the IMO in meetings with Kenyan Government officials, industry and academia, actively contributing and helping to steer meetings towards a successful outcome and producing accurate meeting notes in a timely manner.

  • Any other duties as required for the efficient delivery of the Kenyan National Maritime Security Committee structure and Strategy.

  • Ability to interact harmoniously with staff at all levels and to work effectively in a team, within an international environment;

  • Ability to maintain confidentiality and to deal tactfully in all situations and interactions.

    Required Skills and Experience

    Professional Experience

  • At least 4 years’ experience (with a Masters Degree) and 6 Years experience (with a Bachelors degree) in government maritime policy.

    Education

  • First-level university degree.

    Language skills

  • A perfect command of written and spoken English.

    Other Skills

  • Advanced drafting skills, including the ability to draft original material and to edit the contributions of others.

  • Advanced research skills, including the ability to assimilate large and complex government policy documents.

  • Proficient in the use of MS Word. Some project management skills are desirable.
