Ethiopia has demonstrated successive, rapid and strong economic growth in the past decade, with average growth rate of 10% that led to poverty reduction significantly.

Building on the successful implementation of the Growth and Transformation Plan (GTP), I&II, Ethiopia has developed the Homegrown Economic Reform Programme (HGER), that aims to address structural issues and sustain a rapid and inclusive economic growth setting the country on a path to prosperity..

Aligned with the Home-Grown Economic Reform and Ten - Years Perspective Plan; UNSDCF (2021-25), UNDP – CPD, Ethiopia identified intervention areas for MSMEs development and job creation in Ethiopia. These are:
  • Policy, regulatory frameworks and institutional infrastructure;
  • Skilling, training, knowledge building;
  • Enterprise development and business development services and;
  • Financial services to de-risk investments and provide affordable finance customized to business requirements.

    One of the strategic initiatives in tandem with the interventions is the establishment of an Innovative Finance Lab (IFL), based at the National Bank of Ethiopia, the IFL has three pillars, namely, Technical Assistance Facility, Catalytic Debt Fund and the Knowledge Sharing Unit.

    With broader objective to spearhead thought leadership and advocacy for innovative and inclusive finance for sustainable development; the Lab will focus on MSMEs development and financing.

    The Innovative Finance Lab is expected to play a strategic and catalytic role to curb the challenges of financing MSMEs and start-ups using a three-pronged approach: (a) mobilizing a catalytic capital to address the supply constraints through the catalytic debt fund; (b) capacity building and project development through technical assistance facility to harness the demand side gap; and c) bridging the gap by harnessing the potential of the knowledge sharing unit that promotes policy and regulatory reforms ; research and advocacy for market-oriented innovative and inclusive finance solution for MSMEs and the broader digital and financial ecosystems.

    The Knowledge Sharing Unit plays a thought leadership role to help create a conducive ecosystem for MSMEs in Ethiopia through sharing regular knowledge pieces developed in house and by third party service providers to internal and external ecosystem players in the innovative finance space. In particular the KSU undertakes:

  • Policy analysis and advocacy to support the sustainability of MSMEs and their graduation to scalable SMEs;
  • Case studies and best practices based on successful experiences facilitated by the Lab;
  • Sector briefs aligned with market trends to share with donor agencies and potential funding partners;
  • Reviews of relevant policies and regulations to support to further catalyze the growth of MSMEs;
  • Assessments of digital technology platforms and tools that can accelerate the growth of MSMEs;
  • Feasibility studies to design new innovative financial mechanisms in response to evolving market needs.

    Considering this, UNDP Ethiopia intends to recruit a full time Knowledge Management Analyst to oversee the activities of the Knowledge Sharing Unit and ensures plays its thought leadership role and contributes towards the broader strategic and catalytic role of the lab to curb the challenges of financing MSMEs.

    Accordingly, the incumbent will be responsible for the following tasks:

    Duties and Responsibilities

    1. Thematic contribution to program implementation

  • Undertake regular assessment on emerging innovative financial products, both in country and globally, for further consideration and assessment by the lab;
  • Work with the programme specialist and other lab team members and identify research needs in the area of MSMEs access to finance, focusing on inclusive and innovative finance products;
  • Coordinate with the Development Policy and Research Hub
    at the UNDP CO in the undertaking of assessments, case studies, sector briefs and other analytic works produced by the lab;
  • Compile case studies and best practices within UNDP and externally on the implementation of technical assistance and fund facilities and share with lab teams to improve efficiency.

    2. Knowledge management and capacity building

  • Develop knowledge management strategy for the lab and oversee its implementation;
  • Identify, document, and share best practices, success stories, lessons learned from the lab to external stakeholders and vice versa;
  • Organize workshop and conference and share insights and lessons learned from the innovative finance lab with the MSME ecosystem players including local ministries/government agencies, private sector, and other development partners;
  • Conduct capacity need assessment of lab staffs and other partners implementing relevant to their respective activities and organize learnings through trainings, workshops, experience sharing events/benchmark visits etc;
  • Identify opportunities for synergy with other projects within UNDP and beyond, to advance the objective of the lab and grow its focus.

    3. Documentation and reporting

  • Ensure factsheets, thematic briefs, reports, and other published/unpublished products of the lab are up-to-date and readily accessible;
  • Support lab staffs in the documentation of processes, learning and best experiences emerging from the lab operations;
  • Lead the compilation and documentation of materials relating to the activities of the lab;
  • Make sure that program staff have easy access to learning documents for reference purposes;
  • Closely work with UNDP CO Communication team and provide inputs for sharing on UNDPs platforms;
  • Actively support the project coordinator in the preparation and submission of regular and other adhoc report.

    4. Foster engagement among community of practice on innovative finance in Ethiopia

  • Facilitate the establishment of a community of practice on innovative finance in Ethiopia led by innovative finance lab and ensure the buy-in from key stakeholders in the sector;
  • Organize timely, focused, targeted e-discussions and on/offline events involving members of community of practice on agreed priority areas;
  • Detect and capture any relevant issues related to innovative and inclusive financial products from members of the CoP that could be promoted as an inter-practice discussion;
  • Reach out to all the CoP members through digestible, targeted email updates (“Community Snapshots”) to bring the most pertinent updates and opportunities for, including, relevant discussions, cross-cutting consultations, hands on “labs”, webinars, events;
  • Assess and develop strategic relationships with various stakeholders such as government, donors, other NGOs and communities to facilitate knowledge sharing.

    Required Skills and Experience

    Education:

  • Master's degree in International Development, Communication, Management, Information Management or other relevant field.
  • Bachelor’s degree in relevant field with additional years of qualifying relevant experience will be given due consideration in lieu of Master’s degree.

    Experience:

  • Minimum 2 years (Master's degree) or 4 years (Bachelor's degree) hands-on proven experience in delivering results on knowledge management and/or organizational management;
  • Practical experience working with startups/fintech companies and/or international organizations preferably in knowledge management and communication;
  • In-depth substantive knowledge of and experience with knowledge management and sharing to internal/external partners;
  • Proven experience organizing and managing events and workshops;
  • Track record in producing reports in English including project success stories, lessons learned, and best practices;
  • Demonstrated experience in content development, and/or editorial work;
  • Excellent presentation skills, appropriate to various audiences.

    Language Requirement

  • Verbal and written proficiency in English and Amharic.
