Background

Reducing Emissions from Deforestation and forest Degradation, as established by the UN Framework Convention on Climate Change (UNFCCC), is often referred to as “REDD+”.

The UNDP REDD+ team is based in UNDP’s Bureau for Policy and Programme Support - BPPS. It is part of the Sustainable Development cluster and also works closely with the Climate Change team.

Summary of the main functions

  • Provide leadership in implementation of stakeholder engagement activities in the FCPF- REDD National Programme in Kenya;
  • Provide authoritative guidance on coordination processes to national team, institutional partners and stakeholders;
  • Support knowledge generation and sharing events on stakeholder engagement.

    Duties and Responsibilities
  • Provide leadership in implementation of stakeholder engagement activities in the FCPF- REDD National Programme in Kenya:
  • Lead the development and implementation of a Stakeholder Engagement Plan;
    Lead in development of the safegurds information system;
  • Contribute to the development of strategies that are gender balanced and will enable the full and effective participation of key stakeholders such as government institutions in national and devolved governments, forest-dependent communities,
  • Marginalised communities, private sector, Non-governmental Organizations and Civil Society Organizations;
  • Support, maintain and update information and tools that will facilitate effective stakeholder participation such as, but not limited to, stakeholder and network mapping and analysis;
  • Plan, oversee and conduct the social and environmental strategic assessment for the project;
  • Identify suitable expertise and consultants to carry out work required for adherence to social and environmental standards;
  • Supervise and monitor the implementation of the environment and social management plan;
  • Support the development and application of safeguard mechanisms, in particular social safeguards including, but not limited to, a national Free, Prior and Informed Consent guideline and application toolkit;
  • Contribute to the development of an appropriate grievance mechanism for complaints and concerns arising from the programme/ project; and
  • Support effective stakeholder engagement in other activities where necessary, such as, but not limited to, Community-Based REDD+, Monitoring,
  • Reporting and Verification (MRV) and Measurement.
  • Provide authoritative guidance on coordination processes to national team, institutional partners and stakeholders:
  • Support representation and organisation of key stakeholders such as, but not limited to, Civil
  • Society Organisations (CSO) Platform, Forest Dependent Communities Forum, private sector;
  • Ensure CSO and Forest dependent
    representatives in the project board are regularly updated on stakeholder engagement related issues by coordinating effectively with their constituencies; and
  • Liaise with key stakeholders to ensure the needs and concerns are appropriately addressed in the work of the project implementation.
  • Support knowledge generation and sharing events on stakeholder engagement:
  • Coordinate with the UNDP Communications Officer to ensure the availability and accessibility of information to enhance awareness and capacity among key stakeholders;
  • Coordinate with the UNDP Communications Officer to synthesize lessons and encourage uptake of best practices and knowledge on stakeholder engagement.
    Participate in Project Management Unit (PMU,) annual work planning meetings and other implementation-related processes.

    Required Skills and Experience

    Education:

  • Advanced university degree (Master's or equivalent) in social policy, public policy, politics, economics, development studies or a related area.

    Experience:

  • Minimum eight (8) years working experience in development, project/program coordination, policy development,
  • At least 5 years of experience working with ministries, national institutions that are concerned with natural resource and/or environmental management.
  • At least 8 years of professional and practical experience in social forestry, natural resources management, Land sector reforms or mainstreaming climate change in development planning
  • Experience in participatory approaches and stakeholder engagement;
  • At least 5 years of expericence working with marginalised communities, civil society and other non state actors.
  • Proven experience and knowledge in Development
  • Effectiveness and cooperation, gender equality and its related issues is an asset.

    Language Requirements:

  • Excellent spoken and written skills in English and Kiswahili

    Other:

  • Experience in the usage of computers and office software packages
  • Experience in handling of web-based management systems and ERP systems, preferably PeopleSoft
