UNDP Kenya Monitoring & Evaluation Officer Vacancies

The Monitoring and Evaluation Officer will support implementation of this project working under the overall guidance and supervision National Project Coordinator and working very closely with the Project Manager, UNDP (Environment Team Leader) and the Regional Technical Advisor.

Summary of the main functions

  • Management of the project, implementing activities by mobilizing goods and services, in accordance with UNDP rules and regulations;
  • Monitoring and evaluation of the project;
  • Facilitation of knowledge building and
  • knowledge sharing, guidance to all stakeholders on programme management and operational matters.

    Duties and Responsibilities
  • Ensure effective administration of budgets and monitoring of expenditure:
  • Prepare annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary)
  • Ensure timely and good-quality implementation of workplan activities
  • Continuously monitor progress against the approved work-plan;
  • Identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board
  • Monitoring expenditure to ensure that it is in line with approved budgets, AWPs and UNDP
  • Programmed/Financial policies
  • Monitoring and Evaluation of Project Component and Results:
  • Participates actively in the planning of project activities and drawing up of the annual work plan;
  • Implements project activities in collaboration with all partners, staff and consultants;
  • Works with the safeguard and stakeholder engagement specialists to monitor and ensure implementation of the environmental and social management plan;
  • Develops and monitors the project’s monitoring and evaluation plan;
  • Develops the criteria for the project evaluation, including its impact and sustainability.
  • Prepares progress reports for all monitoring and evaluation, identifying problems and their causes, future obstacles, and recommendations;
  • Promotes a results-based approach for monitoring and evaluation, emphasizing results and impact
  • Support monitoring visits and audit process of the project;
  • Assists in drawing up target key performance indicators;
  • Provides Project status reports;
  • Develops a quality management plan to assure how quality will be measured throughout the lifecycle of the project;
  • Develops a risk management plan explaining potential risks and how they will be mitigated;
  • Documents lessons learned and provide recommendations to the Project
    Team, Steering Committee, UNDP Management and stakeholders on strategies to improve M&E related component and activities.
  • Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on programme management and operational results:
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard
  • Participation in regular internal meetings
  • Participation in training events, communities of practice, codifying and sharing knowledge
  • Facilitation and organisation of training for project staff to enable them to perform at the required level

    Required Skills and Experience

    Education:

  • MA degree or BA degree in Accounting and Finance, Business or Public Administration, Social Sciences, Statistics, Financial Management, Economics or any other related field,

    Experience:

  • A minimum five (5) years (with Masters’ degree), or, minimum eight (8) years (with Bachelors’ degree) of relevant experience at the national and/or international level in project/programme formulation, management, accounting, finance, operations, administration or audit services.
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national, international NGOs, UN bodies and Government.
  • Proven experience with project, strategic, risk, quality and performance management approaches.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.

    Language Requirements:

  • Excellent spoken and written skills in English and Kiswahili

    Other:

  • Experience in the usage of computers and office software packages
  • Experience in handling of web-based management systems and ERP systems, preferably PeopleSoft.
